Cluster establishment and operation were carried out in collaboration with academia, industry and government agencies following a triple-helix approach. Discarded fishing gear constitutes a large part of marine plastics. Preventing future discharge of fishing gear into the ocean is a vital step in combating plastic pollution. Circular economy is one of the tools in the European Green deal, targeting waste minimisation. Closing the loop for waste fishing nets by transferring them to a resource could be a solution for preventing discharge at sea: exploring this opportunity is at the core of this book.

Exploiting Intellectual Property to Promote Innovation and Create Value argues that whilst both of these perspectives are useful, neither capture the full potential contribution of intellectual property in innovation management research and practice.The management of IP has become a central challenge in current strategies of Open Innovation and Business Model Innovation, but there is relatively little empirical work available. Theoretical arguments and empirical research suggest that from both an innovation policy and management perspective, the challenge is to use IP to encourage risk-taking and innovation, and that a broader repertoire of strategies is necessary to create and capture the economic and social benefits of innovation. This book identifies how intellectual property can be harnessed to create and capture value through exploiting new opportunities for innovation. I had the great opportunity to work on it for one year at the European University Institute in Florence and to finalise the oeuvre during my stay with the European Commission's Institute for Prospective Technological Studies in Seville. The subject matter of the book is intellectual property rights, patents in particular, and their process of harmonisation in Europe. At the beginning of the work, the intention was not to focus immediately on one narrow field in the huge realm of intellectual property rights but rather to open my mind in order to capture a broad variety of new ideas and concepts in the book. The work at three different institutes in three different European countries over the period of four years naturally exposed the work to diverging ideas and the exchange of views with many people. This is one reason for the wide spread of topics ordered around the given leitmotif, such as epistemological foundations, political background information,. the protection of biotechnological inventions and the building up process of intellectual property right systems in the countries of Central and Eastern Europe. In chapter two I take up Polanyi's differentiation of codifiable and tacit knowledge. Applying these concepts to my own work I realise that this book is only the visible and codified part of knowledge I was able to capture.

Examining the role of political philosophies, the book explains why current climate policy is ineffective and unable to halt rapidly rising atmospheric concentrations of CO2, and suggests strategies for ending the current stalemate in climate governance. Drawing on examples from real-world case studies and challenges, the author first sets out an instrumentation approach based on a command and control strategy which involves identifying the technologies and behavior key to meeting the required emissions reductions, such as energy efficient homes and zero-emission cars. The second strategy concerns institutional rearrangement, creating incentives and options which will allow for decentralized climate action. This approach would transform and strengthen current emission trading systems, such as the EU ETS, into a price stabilized system covering all fossil fuels, and ultimately as an emission tax, as well as creating an open electricity market. These approaches not only highlight that fundamental changes in climate policy instrumentation are now vital, but that consistent strategies such as those laid out by the author are necessary if we are to avoid costly and ineffective alternatives. Exploring key issues such as the relationship between instrumentation and broader political philosophy, as well as applying a systems oriented design methodology for effective instrumentation, this book will be of great relevance to scholars and policy makers with an interest in climate change and environmental politics.
