The San Francisco Peace Treaty is an international agreement that in significant ways shaped the post–World War II international order in the Asia-Pacific. With its associated security arrangements, it laid the foundation for the regional structure of Cold War confrontation: the "San Francisco System" fully reflected the strategic interests and policy priorities of the peace conference’s host nation, the United States. The treaty fell far short of settling outstanding issues in the wake of the Pacific War or facilitating a clean start for the "post-war" period. Rather, critical aspects of the settlement were left equivocal, and continue to have significant and worrisome implications for regional international relations. This book examines the key developments of the contentious political and security issues in the Asia-Pacific that share a common foundation in the post-war disposition of Japan, particularly the San Francisco Peace Treaty. These include both tangible and intangible issues, such as disputes over territories and "history" problems. Taking the San Francisco System as its conceptual grounding, the authors examine how these issues developed and have remained contentious long after the San Francisco arrangements. Having emerged at the end of World War II, this conflict has now existed for more than seven decades. And yet, despite the passage of so much time, within Japan there remains a resilience of belief that the islands will eventually be returned. This book provides a comprehensive analysis of Japan’s prospects of ever recovering these "Northern Territories". Offering an in-depth account of why the Japanese side believe they still have a chance of securing the return of the four islands, it also provides an objective and methodical evaluation of the prospects of these expectations being realised. The key finding is that Japanese policymakers and scholars have consistently overestimated the extent of Japan’s leverage with regard to Russia, and that there is, in fact, already no possibility whatsoever of sovereignty over the four islands being restored to Japan. This has major implications for Japanese decision makers who must balance their principled commitment not to compromise on territorial issues with more pragmatic considerations of energy security and how to contain the rise of Chinese regional power. Presenting a unique analysis and a strikingly different perspective on this territorial dispute, the findings of this book are of considerable importance for international relations within the Asia-Pacific region. The Asia–Pacific region has been pivotal in the production, shaping and consumption of personal new media technologies and through social and mobile media we can see emerging certain types of personal politics that are inflected by the local. The six case studies that inform this book—Seoul, Tokyo, Shanghai, Manila, Singapore and Melbourne—offer a range of economic, socio-cultural, and linguistic differences, enabling the authors to provide new insights into specific issues pertaining to mobile media in each city. At the same time, the region has seen renewed national assertiveness and nationalist impulses. The book interrogates these seemingly contradictory developments as they bear on the transformations of the nation and citizenship in East Asia. Conventionally, studies on East Asia juxtapose these developments, focusing on the much-exercised dichotomy of the national and transnational. In contrast, this book suggests a different orientation. First, it moves beyond the simplistic view that demarcates the transnational as "the West". Second, it does not view the national and transnational as distinct or contradictory spheres of influence and analysis, but rather, focuses on the interactions between the two, with a view on how these interactions work to transform the ideals and practices of the "good nation", "good society", and "good citizen". The chapters cover a broad range of empirical research--education, science, immigration, multicultural policy, human rights, gender and youth orientations, art and food flows, politics of values and regional identity--which highlight the ways in which the nation is reconfigured, and the relationship between the citizen and (national) collective is redefined, in relation to transnational dynamics and frameworks. Book excerpt: Using Delhi’s contemporary history as a site for reflection, Pirate Modernity moves from a detailed discussion of the technocratic design of the city by US planners in the 1950s, to the massive expansions after 1977, culminating in the urban crisis of the 1990s. As a practice, pirate modernity is an illicit form of urban globalization. Poorer urban populations increasingly inhabit non-legal spheres: unauthorized neighborhoods, squatter camps and bypass legal technological infrastructures (media, electricity). This pirate culture produces a significant enabling resource for subaltern populations unable to enter the legal city. Equally, this is an unstable world, bringing subaltern populations into the harsh glare of permanent technological visibility, and attacks by urban elites, courts and visceral media industries. The book examines contemporary Delhi from some of these sites: the unmaking of the citys modernist planning design, new technological urban networks that bypass states and corporations, and the tragic experience of the road accident terrifyingly enhanced by technological culture. Pirate Modernity moves between past and present, along with debates in Asia, Africa and Latin America on urbanism, media culture, and everyday life. This pioneering book suggests cities have to be revisited afresh after proliferating media culture. Affect is central to these concepts, and yet the role of affect and its animated or imagined potentialities in the political economy of East Asia has not been systematically studied. The book examines the affective dimensions of power and economy in East Asia. It illuminates the dynamics of contemporary governance, and ways of overcoming common Western assumptions about East Asian societies. Here, affect is defined as felt quality that gives meaning and imagination to social, political, and economic processes, and as this book demonstrates, it can provide an analytical tool for a nuanced and enriched analysis of social, political, and economic transformations in East Asia. Through ethnographic and media analyses, this book provides a framework for analyzing emerging phenomena in East Asia, such as happiness promotion, therapeutic governance, the psychologization of social issues, the rise of self-help genres, transnational labor migration, new ideologies of gender and the family, and mass-mediated affective communities. Through the lens of affect theory, the contributors explore changing political configurations, economic engagements, modes of belonging, and forms of subjectivity in East Asia, and use ethnographic research and discourse analysis to illustrate the affective dimensions of state and economic power and the way affect informs and inspires action.
