Sparsely inhabited with a wide variety of ecosystems found nowhere else, this region is vulnerable to damage from human activities. As oil and gas, shipping, and tourism activities increase, the possibilities of an oil spill also increase. How can we best prepare to respond to such an event in this challenging environment? Responding to Oil Spills in the U.S. Arctic Marine Environment reviews the current state of the science regarding oil spill response and environmental assessment in the Arctic region north of the Bering Strait, with emphasis on the potential impacts in U.S. waters. This report describes the unique ecosystems and environment of the Arctic and makes recommendations to provide an effective response effort in these challenging conditions. According to Responding to Oil Spills in the U.S. Arctic Marine Environment, a full range of proven oil spill response technologies is needed in order to minimize the impacts on people and sensitive ecosystems. This report identifies key oil spill research priorities, critical data and monitoring needs, mitigation strategies, and important operational and logistical issues. The Arctic acts as an integrating, regulating, and mediating component of the physical, atmospheric and cryospheric systems that govern life on Earth. Not only does the Arctic serve as regulator of many of the Earth's large-scale systems and processes, but it is also an area where choices made have substantial impact on life and choices everywhere on planet Earth. This report's recommendations will assist environmentalists, industry, state and local policymakers, and anyone interested in the future of this special region to preserve and protect it from damaging oil spills.

Book excerpt: "A synthesis of the more common renewable resource impacts and corresponding mitigative meaures is presented from the review of the environmental assessment and related documentation resulting from a variety of hydrocarbon development proposals across the Northwest Territories. The role of mitigation and the effectiveness of mitigative measures in reducing renewable resource impacts identified was also considered in the review. Hydrocarbon development projects reviewed were varied according to the types of development activities and geographic locations involved. Terrestrial oil and gas exploration and production, with an emphasis on the construction and operation of pipelines in Alaska and the Mackenzie Valley, and along the Beaufort Sea coast, represented the first category of projects reviewed. The second class of projects concentrated on offshore oil and gas exploration, production and transportation in the Beaufort Sea, Northwest Passage and Davis Strait regions. The most common potential impacts identified relating to the renewable resource base are those that can result from the construction of support facilities and pipelines, accidental spills of oil and other industrial pollutants, and from marine tanker operations. Renewable resource impact indicators associated most frequently with these activities are wildlife habitat alteration and the displacement of wildlife populations. In addition to the possible effects of the various hydrocarbon development activities on specific renewable resource elements, related harvesting impacts were also considered. Among activities and concerns that may result in changes to traditional harvesting practices are the establishment of industry based on hydrocarbon development and corresponding wage employment; interference from development operations, support facilities and infrastructure; harvesting competition; and the availability of wildlife to harvest. In considering the effectiveness of mitigation, the lack of implementation and compliance with mitigation guidelines was the most common problem cited among the few projects that have actually proceeded. Another major factor influencing the effectiveness of mitigation is the respective costs associated with the different mitigative measures proposed. The major recommendation made from the review is for follow-up initiatives aimed at the evaluation and monitoring of project and/or area specific, renewable resource impacts and mitigative measures."--ASTIS [online] bibliography.
