Book excerpt: "As ocean levels rise and population increases near the shoreline, coastal flooding continues to become an increasingly important issue. Storm surge and splash-over play a vital role leading to damage along the Maine and New Hampshire coastline. Coastal flood prediction is challenging as complex bathymetry and an irregular coastal configuration dominates this region. To improve this prediction and better conceptualize this phenomenon for meteorologists and emergency managers, a coastal flood climatology was created for northern New England. Discussion of wind and wave dynamics, the Ekman Spiral and the role of atmospheric pressure also served to provide an educational background. The lengthy Portland Harbor Tide gage record allowed for a comprehensive comparison with historical floods found in Storm Data Publication. Meteorological data was combined with oceanographic observations to correlate multi-scale environmental conditions which induce flooding. Predicted versus observed tidal conditions were compared and model guidance was examined for modern day cases. The results indicated coastal flood damage was primarily observed during periods of significant storm surge coinciding with large ocean waves, strong northeast winds, or in rare cases extreme rainfall. Coastal inundation primarily occurred during the cold season with tides recorded above and below the 12 foot (3.7 m) benchmark in Portland Harbor. In a limited dataset, statistically and dynamically driven storm surge guidance showed equal and opposite biases of storm surge prediction"--Abstract.

Book excerpt: "Extreme tides and large, battering waves have the potential to cause hazardous conditions along the sandy southwest coasts of Maine and New Hampshire. Increasing storm tides inundate low lying areas, while building waves lead to beach erosion and structural damage. The combined effects of these dynamical forces are complex and not fully understood. According to a recent Northern New England coastal flood climatology (Cannon 2007), damage often occurred during Northeasters despite tide levels significantly below the Portland Harbor flood stage of 12.0 ft. The empirical relationship between storm tides and large, battering waves demonstrated the need to create a forecast prediction scheme based on impact and not solely on water level. Hourly forecasts of water level and near-shore waves were plotted simultaneously to visually display oceanographic conditions on a single diagram. The East Atlantic Water Level Forecast (ADCIRC) and Wave Watch III models were used to produce the output. The result is a web-based coastal flood nomogram, which is produced twice daily at www.gomoos.org . When animated, users can monitor for critical splash-over and coastal flood benchmarks as thresholds are exceeded. The tool assists meteorologists and emergency managers in the forecast and hazard mitigation process"--Abstract.

Twelve deaths have been directly attributed to Bertha with United States damages estimated at $270 million. Extensive evacuations of vulnerable areas occurred in advance of Bertha, including 250,000 in North Carolina, 80,000 in South Carolina and 20,000 in Georgia. Revenue losses to the tourist industry approached $40 million. Bertha closely paralleled the southeast U.S. coast at a distance from 170 to 200 miles. This created multiple state involvement with almost all of the U.S. east coast involved with some watch or warning. The NHC's track forecast was very accurate with average forecast track errors 15 percent lower than the 10-year official track averages. Where the storm came ashore in North Carolina, watches and warnings were posted 65 hours and 47 hours before landfall, respectively, which far exceeds the NHC stated goals of 36 and 24 hours. Nevertheless, the coordination between NHC and emergency managers, regarding the issuances of watches and warnings, was frustrated by efforts to reconcile the meteorology of the event with state and local response requirements. Bertha's anticipated turn from a northwest direction to north-northwest as it approached the southeast coast was agonizingly slow. This put a great deal of pressure on the elected officials and Emergency Management Centers (EMCs) of Florida, South Carolina and North Carolina concerning what actions to take. This was also the first time the HLT had been fully deployed at the NHC. The morphodynamics of these fragile coastal systems provide a further complication to this coastal type. Although barrier islands comprise only 15% of the world's coastline, they have received a far greater proportion of attention from the scientific and engineering community, and more recently, from coastal managers and environmentalists. Modern barrier islands are arguably the most expensive and most vulnerable of all coastal environments. Pressure from developers for residential, industrial, and recreational development has caused most of our barriers to become significantly impacted by human activity, especially over the past few decades. These pres sures have led to extensive preservation of natural barriers through efforts from all levels of government and also by private organizations. Governments have also formed coastal management programs that help to control any future de velopment with the intent being to keep human activity compatible with barrier island morphodynamics. In order to devise appropriate coastal zone management programs, it is necessary to have a comprehensive understanding of the morpho dynamics of barrier island systems. This volume provides comprehensive details on barrier island morphology, sediment distribution, and the process-response mechanisms that cause changes to both. These are the important aspects of barrier systems that can provide important input into the development and implementation of coastal management programs.
