Book excerpt: The Committee's report examines the nature of tourism in Northern Ireland, its impact on and importance for the overall economy, and the effectiveness of measures taken by Government and other relevant agencies to develop, promote and support the marketing of Northern Ireland as a tourist destination. The Committee's recommendations are addressed to the Northern Ireland Office (which took back responsibility for tourism in Northern Ireland when the power-sharing executive was suspended in October 2002) but if a power-sharing executive is re-established then responsibility for tourism will revert to the restored Executive and, accordingly, responsibility for scrutiny of this policy area would revert to the Committees of a restored Assembly. The Committee's report makes 27 recommendations to help Northern Ireland maximise its tourist potential, and concludes that if government recognises the enormous economic impact of tourism, and if private enterprise in co-operation with statutory bodies can develop this recognition into a coherent strategy, there is no reason why the success of tourism in the Republic of Ireland should not be replicated in Northern Ireland to the advantage of the whole island of Ireland and with Northern Ireland itself enjoying an equivalent status to Scotland and Wales as a UK tourist destination.

At the time of research, there was no border checkpoint and not even a sign to mark the crossing point. Brexit may change all that. Negotiations with the EU are unlikely to be finalised any time soon, but border towns are bracing themselves for the possible return of a 'hard border' with passport and custom controls. It's a bitter pill to swallow for a province that voted to remain in the EU. The issue brings renewed uncertainty but nobody wants to see a return to the violence of the Troubles that ended with the Good Friday Agreement two decades ago. An atmosphere of determined optimism remains.

Book excerpt: The Northern Ireland Tourist Board (NITB) produced a Strategic Framework for Action (2004-2007)1, designed to deliver targets for tourism growth set out in the Corporate Plans of both NITB and Tourism Ireland. The projects to be developed by the framework included: Titanic (Maritime) Belfast; Giant's Causeway/Antrim and Causeway Coast area; the Walled City of Derry; Christian Heritage/Saint Patrick and the Mournes National Park area. Each Signature Project involves the development of a number of tourist attractions jointly funded by the private and public sectors and were planned for delivery in the short to medium term. The Signature Projects represent the best way forward for tourism development in Northern Ireland. They have the potential to achieve 'international standout' for Northern Ireland and to increase the number of tourists. However there have been delays and shortfall in delivery which are the result of deficiencies in overall project planning, management and governance arrangements and funding issues. As the review was carried out at a time when the Projects are not fully implemented, conclusions as to achievement of value for money couldn't be made. However, there are concerns that the impact of the Signature Projects, which are being implemented in challenging economic times, may fall short of the anticipated 'step change' in the performance of the tourism sector in Northern Ireland. In particular, the value for money achievable by the Titanic Signature Building and the sustainability of the Giant's Causeway Visitor Centre are not guaranteed.
