The Govenrment uses budgets to plan what it will spend, presents estimates to Parliament for approval and then, after the year end, publishes resource accounts. This document sets out the Government's proposals for achieving better alignment between budgets, estimates and accounts. It follows much consultation with the Public Accounts, Treasury, Liaison, Procedure and Modernisation committees of the House of Commons and the National Audit Office and internal and external stakeholders.

Book excerpt: In the wake of the Good Friday Agreement, the redevelopment of the former Girdwood Army Barracks in North Belfast was hailed as a ‘symbol of hope’ for Northern Ireland. It was a major investment in a former conflict zone and an internationally significant peacebuilding project. Instead of adhering to the tenets of the Agreement, sectarianism dominated the regeneration agenda. Throughout the process, politicians, community groups and paramilitaries wrangled over the site’s future, and territorial contest won out over housing need. After eleven years of negotiation and £11.7 million, the EU-funded Girdwood Community Hub opened its doors to the public in 2016, but its impact has been underwhelming. The Hub’s redevelopment is a microcosm of the peace process itself, and the ways in which post-Agreement politics have failed to deliver a ‘shared future’ for the people of Northern Ireland, twenty-five years on. This ethnography provides a lively account of Girdwood’s redevelopment and a wry critique of the fractious political context around it. Through flânerie and encounter, the author brings us across peace walls, into community meetings and behind the scenes of decision-making in Northern Ireland. Girdwood’s story also sheds light on how power, politics and territory intersect in divided cities globally.

Many of the chapters in this book examine whether devolution is enhancing democratic accountability, or creating a fragmentary state with conflict and tensions between the Westminster government and the devolved bodies. The focus is on the financial mechanisms for democratic accountability both in the UK and in international comparator countries (New Zealand, Norway, and the US). This book examines the turbulent pattern of relationships between central and devolved government and explores whether the present arrangements for devolution in the UK represent an end game, or whether they may be merely a stepping stone to a more fully fledged federal state. It is argued that the main thrust of many of the financial reforms in the UK has confounded, obfuscated, and complicated the desire for democratic accountability.

Book excerpt: Following on from a NAO report (HCP 798, session 2005-06, ISBN 0102936978) published in February 2006, the Committee's report concludes that the handling of cases in magistrates' courts has in recent years become complex and protracted to the extent that it no longer amounts to summary justice. 55 per cent of the £173 million cost of delay in the magistrates' courts is attributable to the defence, but the police and the Crown Prosecution Service (CPS) account for another 14 per cent (£24 million) each. The CPS needs to review its organisational structure, revise its system for preparing for magistrates' court cases by adopting current best practice, and address the cultural resistance within the organisation to more modern working practices.

The Committee also conducted a detailed investigation into rendition (its report published as Cm. 7171, ISBN 9780101717120). The serious and sustained threat from international terrorism has, understandably, remained the main focus of the agencies. But the Committee is concerned that aspects of key intelligence and security work - including counter-espionage, serious crime work - are suffering as a consequence of the concentration on counter-terrorism. On the use of intercept, the Committee recognises its crucial importance to the capability of the agencies to protect the UK, its citizens and its interests overseas. Any move to permit the use of intercept evidence in court proceedings must be on a basis that does not jeopardise that capability. The Committee welcomes the Government's announcement that the Committee might be strengthened to maximise the effectiveness of its scrutiny role, and the proposal to publish a National Security Strategy. Finally, the Committee points to the one case where it has been refused access to documents. The Government's response to this report is issued alongside it (Cm. 7300, ISBN 9780101730020).
