Book excerpt: This is a follow-up to the Committee's previous report on the same topic (HCP 334 1998-99, ISBN 0105563269). The cross-border Organised Crime Task Force was set up in September 2000 and HM Customs and Excise (HMCE) resources devoted to this topic were increased from 25 to 163 staff with operational support from the then Royal Ulster Constabulary. However, larger duty differentials and variations in the exchange rate between sterling and the Irish punt/euro have aggravated the problem, along with the continuing difficulties in carrying out normal law enforcement. The committee urges the Treasury to consider abandoning the principle of a unitary tax and duty rate throughout the UK. There should be a cost-benefit analysis on the impact of the differential fuel price. The licencing regime should be reviewed and, if necessary, licences should be revoked. The Euromarker fuel marker scheme may be appropriate. The Committee welcomes the new approval scheme for rebated fuels.

Book excerpt: This is an assessment of progress of all the 'live' recommendations and other matters of the Northern Ireland Affairs Committee. It is produced following the recommendation of the Liaison Committee that all Select Committees publish such a report by the Christmas 2000 recess. A full list of the reports of the Committee today are given as an appendix. The report considers in more detail its reports on electoral malpractice in Northern Ireland, the impact of cross-border road fuel price differentials and the operation of the Fair Employment (Northern Ireland) Act 1989: ten years on.

This book was released on 2011-05-24 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The committee supports the principle of devolving to the Northern Ireland Executive the decision over whether or not to amend the rate of corporation tax, and believes this would assist the indigenous private sector to expand, innovate and employ more staff. The report uses 12.5% as a benchmark for the lower rate of corporation tax, but suggests that on the basis that the decision is devolved to the Northern Ireland executive it may, in due course, choose a lower rate. To maximise the benefits of a lower rate, though, continued progress needs to be made on other economic development policy mechanisms, including planning, education, and incentives for research and development and exporting. Low corporation tax is not a panacea for all Northern Ireland's economic ills, warns the committee, and there are considerable implementation issues: direct comparisons with the Republic of Ireland and its experience with 12.5% are difficult because the UK and Irish tax systems are different; and the UK Government would have to satisfy the criteria laid down in the Azores judgment for the tax reduction to satisfy EU rules on state aids. The committee was surprised to discover HM Treasury do not know how much corporation tax is raised in Northern Ireland. It is important that the Northern Ireland Executive has as much information as possible before deciding if, and how, it wishes to lower the rate, and at least a better idea of the amount of financial risk they are taking on. Furthermore, the benefits of lowering corporation tax must not be outweighed by the costs to businesses and HMRC.
