The central government accounts were based on the International Financial Reporting Standards for the first time. It also produced 14 value for money reports, presented to the Northern Ireland Assembly. The findings of the 2008-09 national Fraud Initiative highlight that in excess of £11 million of fraud, error and overpayment had been identified. The NIAO's recommendations have achieved quantified financial savings of £16.6 million.

It deals primarily with the 2011-12 accounts of central government Bodies, not including the results of examined accounts of those bodies within the health and social care sector as these will be published in a separate General Report.The prime function of public financial audit is to provide independent assurance, information and advice to the Northern Ireland Assembly on the proper accounting for, and use of, public resources. In addition, the NIAO assists audited bodies to improve their financial management processes, governance and propriety in the conduct of public business through NIAO mainstream financial audit work.This report provides a focus on the qualified opinions and reports issued on departmental resource accounts and other accounts for 2011-12. This will enable the lessons to be applied in time for the next financial year of accounts and therefore to make a difference. The standards of financial accounting continue to remain high, demonstrated by the quality and timeliness of financial reporting. However, in the past two years there has been an increasing failure to comply with instructions from governing authorities, including failure to obtain DFP expenditure approvals.This year a review of how quickly public sector bodies are paying suppliers was undertaken and some bodies are falling far short of the benchmark and improvements are required across a number of sectors.

Book excerpt: It is important that the NIAO should make a significant contribution to reducing its own expenditure in the current financial climate. it was the Committee's view that this was important not only in terms of reducing costs to the public purse, but also in terms of demonstrating that the NIAO was willing and ready to bear its fair share of the savings that need to be made. However it was just as important to ensure that the NIAO has the resources necessary in order to effectively carry out its role. In fact, The role of the NIAO is now even more important. The Committee considered carefully the proposed savings that the C&AG had outlined. The Committee also gave consideration to the overall reduction to the Northern Ireland Executive's Departmental Expenditure Limit and to the planned reductions to the budgets of other audit bodies in the UK. Having considered all of this, The Audit Committee agreed that it would expect to see the NIAO reduce its budget requirement by at least 10% in cash terms by 2014/15. The C&AG then prepared a draft corporate plan for the period 2011-12 to 2013-14 and presented this plan to the Audit Committee at its meeting on 1 February 2011. The Committee was satisfied with the draft plan.

Book excerpt: Judicial independence is generally understood as requiring that judges must be insulated from political life. The central claim of this work is that far from standing apart from the political realm, judicial independence is a product of it. It is defined and protected through interactions between judges and politicians. In short, judicial independence is a political achievement. This is the main conclusion of a three-year research project on the major changes introduced by the Constitutional Reform Act 2005, and the consequences for judicial independence and accountability. The authors interviewed over 150 judges, politicians, civil servants and practitioners to understand the day-to-day processes of negotiation and interaction between politicians and judges. They conclude that the greatest threat to judicial independence in future may lie not from politicians actively seeking to undermine the courts, but rather from their increasing disengagement from the justice system and the judiciary.
