The findings of the 2008-09 national Fraud Initiative highlight that in excess of £11 million of fraud, error and overpayment had been identified. The NIAO's recommendations have achieved quantified financial savings of £16.6 million.

Book excerpt: It is important that the NIAO should make a significant contribution to reducing its own expenditure in the current financial climate. it was the Committee's view that this was important not only in terms of reducing costs to the public purse, but also in terms of demonstrating that the NIAO was willing and ready to bear its fair share of the savings that need to be made. However it was just as important to ensure that the NIAO has the resources necessary in order to effectively carry out its role. In fact, The role of the NIAO is now even more important. The Committee considered carefully the proposed savings that the C&AG had outlined. The Committee also gave consideration to the overall reduction to the Northern Ireland Executive's Departmental Expenditure Limit and to the planned reductions to the budgets of other audit bodies in the UK. Having considered all of this, The Audit Committee agreed that it would expect to see the NIAO reduce its budget requirement by at least 10% in cash terms by 2014/15. The C&AG then prepared a draft corporate plan for the period 2011-12 to 2013-14 and presented this plan to the Audit Committee at its meeting on 1 February 2011. The Committee was satisfied with the draft plan.

This General Report prompts a timely focus on the qualified opinions and reports issued on departmental resource accounts and other accounts for 2010-11. This will enable the lessons to be applied in time for the next financial year of accounts and therefore to make a difference. This is when the value of public audit is at its strongest. The standards of financial accounting continue to remain high, demonstrated by the quality and timeliness of financial reporting. However, last year a higher number of accounts than usual received qualifications. This pattern has continued in 2010-11. Matters which prompted these qualifications included failures to obtain proper approval for expenditure and weaknesses in the control of bodies sponsored by departments

It notes the following: all health bodies were able to "break even" with regards the budget set for both 2009-10 and 2010-11 with the exception of the Northern Trust which required additional funding for both years and the Belfast Trust which required additional funding for 2009-10; management costs in the health and social care sector in 2010-11 were £125 million which is £17.9 million above the management costs incurred in 2006-07; and that compliance with prompt payment targets continues to present a considerable challenge to health bodies. Key targets have not been achieved for inpatient treatment, outpatient appointments, diagnostic tests or emergency care during 2010-11. At the end of March 2011 over 17,000 patients were waiting more than 13 weeks for inpatient treatment compared to over 3,000 at March 2010; 32,000 patients were waiting longer than the target of nine weeks for a first outpatient appointment; and 12,000 patients were waiting longer than nine weeks for a diagnostic service or more than 13 weeks for a day case endoscopy. The number of patients waiting more than 12 hours in an emergency care department showed an improvement, with 850 waiting in 2010-11 compared to 1,239 twelve months earlier. The target is that no patient should wait for this period of time. The report also draws attention to the report on the Belfast Trust's 2010-11 accounts; the 2010-11 reports on each of the five non-regional trusts; and the reduction in Single Tender Actions across the health and social care sector from £9.8 million in 2006-07 to £5.4 million in 2010-11

However, the Ministry is still too much in thrall to the prison service: better integrated offender management would enable the Ministry to make the financial savings demanded of it but also provide a more effective service to clients, users and the wider public, and in particular to achieve its key objective to reduce re-offending. The Ministry has been subject to past criticism for poor financial management - missing the Treasury's deadline for the laying of accounts three years running, woeful inefficiency in the administration of legal aid and too much focus on policy at the expense of delivery. Following an in-depth investigation into all aspects of the Department's work, the Committee concluded that the Ministry has got a grip of the situation and is justifying the rationale for its creation. However, the MPs believe the Department could undergo further restructuring to create a single delivery body. Additionally, the current structure of the National Offender Management Service (NOMS), which continues to be driven by prison priorities, produces difficulties in reducing re-offending.
