Book excerpt: The Committee is happy with the effectiveness of the Electoral Fraud (Northern Ireland) Act 2002 but there are still flaws in the current arrangements. Less than 84 percent of these eligible to vote in Northern Ireland, are currently registered; young people and socially economically depressed groups are especially under-represented. Less than 25 percent of 17 and 18 years olds are registered. Voter's names are no longer placed automatically on next year's register, which is an effective anti-fraud measure, but on the other hand this has highlighted the low level of registration. Fewer of the new Electoral Identity Cards (EIDs) were issued than expected, and, while other forms of photographic ID are acceptable at polling stations,over 3,500 voters were turned away from polling stations at recent elections, because of ID problems. An example of the lack of joined-up thinking was the poor performance of two competing Government telephone help lines during the 2003 canvass period.

The inquiry has found many good examples of work done by the law enforcement agencies on both sides of the border. Book excerpt: A cross-party committee of MPs warns that the rushed timetable of one of the government's flagship bills could risk restoring the public's faith in Parliament while significantly limiting scrutiny of the bill's impact. The 3rd report from the Political and Constitutional Reform Committee (HCP 437, ISBN 9780215554895) of the 2010-11 session says that for primarily political reasons, the Parliamentary Voting System and Constituencies Bill links two provisions which could have been considered separately. Of particular concern to the committee is that if either House substantially amends the rules for holding the referendum on the alternative vote, the government may have to reconsider the date of the vote or run the risk of serious administrative difficulties which could undermine the outcome. The committee stresses that voters must understand what they are voting for and that recommendations by the Electoral Commission on the intelligibility of the referendum question should be implemented. The Committee also states that the government's failure to attempt to reach cross-party consensus on its boundary reform proposals adds fuel to the fire for those claiming the bill is being brought forward for partisan motives and may embolden future governments to do the same. The committee also questions why the public is not being offered a referendum on constituency boundary reform, which significantly affects how voters are represented in Parliament. Also, while the committee agrees that there may be a case for reducing the number of MPs, it says the Government has singularly failed to make it. The impact of boundary reforms on local politics appears to have been given little or no consideration and the committee expresses concern about the potential impact of the current proposals on the ability of MPs to fulfil their responsibilities to their constituents.

Although there is a need for accountability to Parliament and the public for the duties carried out, there is also a need for reform to ensure clear lines of responsibility and remove the suspicion of political pressure. The Committee therefore recommend that the duties of the Attorney General be split. The purely legal functions should be carried out by an official who is outside party political life, whilst a minister in the Ministry of Justice should carry out the ministerial duties.

Book excerpt: The Committee agrees that Ministers must be responsible for policy, but there was confusion about where responsibility lay for responding to the horse meat discovery and urges the Government to reconsider the machinery of government changes it made in 2010 and make the FSA one step removed from the Government departments it reports to. Those responsible for the horsemeat scandal must be identified and prosecuted in order to restore consumer confidence in the UK's frozen meat sector. There was also surprise at the comparatively large number of horse carcasses from the UK which tested positive for the veterinary drug bute. A newly introduced system for testing horses for bute before they are released to the food system must continue with government and industry sharing the cost. The Committee also recommends: the Food Standards Agency must be more effective and given powers to compel industry to carry out food testing when needed; large retailers must carry out regular DNA testing of meat ingredients for frozen and processed meat products, with the costs borne by industry; all test results must be submitted to the FSA and a summary published on the retailers' website; the present system for issuing horse passports must change and a single national database be established in all EU Member States; the FSA should have powers to ensure all local authorities carry out some food sampling each year; local authorities should adopt targeted sampling without requiring intelligence to support it; the Government should ensure there are sufficient, properly trained public analysts in the UK
