Book excerpt: The Northeast Coastal Ocean Forecast System (NECOFS) is an integrated atmosphere-ocean model system in which the ocean model domain covers the northeast US coastal region (New England Shelf, Georges Bank, Gulf of Maine, and Scotian Shelf) with a horizontal resolution of 10-15 km in the open ocean, 1-5 km on the shelf, and down to 20 m in estuaries, inner bays, inlets and harbors. The core system presently includes: 1) the Weather Research and Forecasting (WRF) model modified to incorporate the COARE 2.6 air-seaf flux algorithm; 2) the unstructure-grid Finite Volume Coastal Ocean Model (FVCOM) configured for this region (FVCOM-GOM3) with a nested higher resolution FVCOM grid configured for Massachusetts coastal waters (MASS Coastal FVCOM); and 3) an unstructured-grid surface wave model (FVCOM-SWAVE). NECOFS produces 3-day forecast fields of surface weather, wind stress, heat flux, surface waves, 3-D ocean velocity, temperature, and salinity; with daily updating using hindcast data assimilated fields whenever field data are available. The hourly forecast fields are made available via a THREDDS Data Server, which provides an OPeNDAP service for efficient data extraction by scientifsts, state and federal agencies, and application developers. The server also has a service for simple downloading of the original NetCDF output files. The unstructured-grid FVCOM-GOM3 and FVCOM-SWAVE forecast fields are also converted into uniform structured-grid NetCDF files to facilitate use by the NWS, USCG, and other users with software designed to handle regularly gridded data solely. NECOFS has been developed as part of the IOOS-funded Northeast Regional Association of Coastal Ocean Observing Systems (NERACOOS).

Book excerpt: As part of the Northeast Coastal Ocean Forecast System (NECOFS) and in collaboration with the Taunton NWS Weather Forecast Office, we have built a nested inundation forecast model system for Scituate (MA). Here we have used this system to hindcast the coastal flooding in Scituate during the Dec. 26-27 2010 Nor'easter. This classic storm started as a large extratropical low pressure system centered off North Carolina on Dec. 26 and strengthen into a gale as it approached Cape Cod and southeastern Massachusetts the next day. By 06 GMT Dec. 27, barometric pressure in Scituate had dropped 42 mb in 21 hrs, northeast winds had increased to 22 m/s, and waves offshore increased to 7.5 m. NECOFS uses a regional mesoscale weather model (WRF) to drive an unstructured-grid ocean model (FVCOM) and surface wave model (SWAVE) to produce hindcast/forecasts of total water level, currents, and waves on a Northeast regional (GOM3) grid. The Scituate FVCOM inundation model includes flooding/drying, seawall/dike, and wave-current interaction capabilities, and is driven by one-way nesting with NECOFS. Hindcasts were made with two grids, a base grid with resolution varying from 10 m to 100 m within the harbor and a second more refined grid with resolution up to 2 m. The Dec. 27 Nor'easter simulations made with a base grid indicate that inundation predicted within the harbor was realistic and agreed well with tidal measurements. Increasing the grid resolution down to 2 m within the harbor produced greater flooding in several shallow areas but did not change the maximum water level in the main harbor significantly. The inundation model system did not predict significant flooding caused by the wind-wave-current-driven overtopping of the exposed northern seawall. This "splash-over" process is not included in the Scituate inundation forecast system at present but work has started on including this in the future. The computational effort and efficiency to product timely inundation forecasts with this system are discussed.

Book excerpt: The response of the coastal ocean and estuaries to severe weather forcing (e.g. tropical and extra-tropical storms) and strong tsunamis vary significantly in space and time. Simulating and predicting this response require a) a fully coupled atmospheric-ocean model system that can resolve the multiscale current-wave interaction processes; b) grid flexibility to accurately represent irregular geometric shelf-estuarine-wetland regions; c) computational efficiency that allows an adjustable time step with changes in the model spatial resolution; and d) a Web Map Service (WMS) display system. The UMASSD-WHOI research team has upgraded FVCOM using the Earth System Modeling Framework (ESMF). The new FVCOM has a mass-conservative two-way nesting feature that allows varying time steps for the time integration of different multiscale global, basin, shelf, and estuarine/wetland processes. A parallelized version of WMS was also built into FVCOM, through which the model forecast fields can be viewed and analyzed directly using Google maps on the website. These new features have been implemented into the Northeast Coastal Ocean Forecast System (NECOFS) for the purpose of predicting coastal inundation caused by severe weather systems as they pass through the Northeast. The multi-domain nesting FVCOM system was also successfully used to simulate the Japan March 11 earthquake-induced tsunami waves, coastal inundation, and subsequent spread of Cs-137 into the Japan coastal ocean.

Book excerpt: A nested Finite-Volume Coastal Ocean Model (FVCOM) inundation forecast model has been developed for Scituate (MA) as part of the Northeast Coastal Ocean Forecast System (NECOFS). Scituate Harbor is a small coastal lagoon oriented north-south with a narrow entrance (with opposing breakwaters) opening eastward onto Massachusetts Bay and the Gulf of Maine. On 27 December 2010, a classic nor'easter produced a ~0.9 m high surge, which when added to the ~1.5 m high tide and seasonal higher mean water level, produced significant inundation in Scituate. The Scituate FVCOM inundation model includes flooding/drying, seawall/breakwater, and wave-current interaction capabilities, and was driven by one-way nesting with NECOFS. Hindcasts of the 27 December nor'easter event were made with two different resolution Scituate FVCOM grids with and without inclusion of wave-current interaction to examine the influence of spatial resolution and model dynamics on the predicted flooding. In all simulations, a wind-driven coastal current flowed southward across the harbor entrance, with an attached separation eddy forming downstream of the northern breakwater and rapid decrease in wave energy entering the harbor. With wave-current interaction, the southward coastal current was strongly enhanced and currents within the separation eddy increased to more than 1 m/s, making it highly nonlinear with large lateral shears. Comparisons of the model water elevation time series with harbor tide station measurements showed that inclusion of wave-current interaction increased the peak model surge by ~8 cm, in closer agreement with the observed peak.
