Book excerpt: Since the Trump administration took office in January 2017, North Korea has occupied a central place in the administration’s foreign policy. Although the administration’s response has included a number of components—military signaling and exercises, sanctions, and even presidential tweets—Southeast Asia has quietly but clearly emerged as new focal point of US policy on North Korea. This piece addresses these developments in three main sections. The first reviews the reasons why the administration might have adopted a more public focus on Southeast Asia’s relations with North Korea, outlining the contours of North Korea’s presence in and engagement with the region. The second section explores the administration’s approach to this presence thus far. The third and final section discusses factors that will shape the future trajectory of relations between North Korea and Southeast Asia, and discusses the implications for future US and international policy toward the Democratic People’s Republic of Korea (DPRK).

Book excerpt: This monograph reviews the efficacy of economic statecraft vis- -vis North Korea, with a particular focus on the use of sanctions and inducements on the part of the United States in seeking to achieve nonproliferation and wider foreign policy objectives. Two structural constraints operate: North Korea's particularly repressive state, with a narrowing governing coalition; and the country's changing economic relations. As an empirical matter, there is little evidence that sanctions had effect, or did so only in conjunction with inducements. However, inducements did not yield significant results either, in part because of severe credibility and sequencing problems in the negotiations.

This highly successful regionalisation was not anticipated by the region’s leaders, however, and as a result, policy makers are increasingly talking about ‘meeting fatigue’ and the need to find a better way to govern regional affairs. Among the reforms being considered is a shift towards a more rules-based culture as well as the more explicit incorporation of both private sector and civil society organisations into the policy processes. In short, ASEAN+3 is seeking to develop new norms and processes for its networks and institutions. This book explores the pressures currently influencing East Asian regionalist policy debates, analysing the trend towards deeper integration and the emergence of a governance model for managing regional processes.
