An introduction describes the institutions in the system: two doctoral universities, one master's degree-granting university, three universities that offer bachelor's degrees and five two-year colleges that offer associate and trade/technical degrees. The second section of the report describes the leadership and organizational structure of the system, the State Board of Higher Education, and presents a campus directory. The third and fourth sections present highlights of 2005 and 2006 system accomplishments, a summary of the 2007 NDUS legislative priorities, and a report by a recent roundtable on higher education in North Dakota. Section 5 describes student admission requirements and characteristics, including earnings of students who continue their education past high school, and characteristics of those who complete programs. Section 6, "Education Excellence-Faculty & Staff," describes the system's employees and the North Dakota Experimental Program to Stimulate Competitive Research (ND EPSCoR). Section 7, "Flexible and Responsive," discusses consortia, reciprocity, and exchange programs in which the university system participates. Section 8, "Access-General," provides detailed discussions of financial aid and student costs, dual credit, and various student loan, grant, and scholarship programs. Section 9, "Access-Technology," is a discussion of the university's technology infrastructure and networks and programs in which the system participates. Section 10, "Funding and Rewards," discusses the 2006-07 annual budget of the university system and describes facilities, staff and faculty salaries, fringe benefits, and the Long-Term Finance Plan and allocation model. Section 11, "Economic Development Connection," discusses graduation employment and retention, summarizes the workforce training system, anddescribes the concept of Centers of Excellence for Economic Development as linked to the North Dakota University System. The final section, Section 12, "Sustaining the Vision," summarizes the State Board of Higher Education's (SBHE) Strategic Plan. This section also summarizes SBHE's Project Vital Link, which was launched to attract more high school students to North Dakota University System (NDUS) colleges and universities. This section contains a summary of the 2006 Roundtable on Higher Education, as well as a summary of the goals of the P-16 Education Task Force. (An Index is included.).

Book excerpt: Historically, tuition and mandatory fee rates of all North Dakota University System (NDUS) institutions (except the 2-year campuses) have been less than their regional counterparts. Average tuition and fee increases at NDUS institutions were significantly higher than their regional counterparts in 2004-05, 2005-06 and 2006-07, as a result, the gap between tuition and fee rates at all NDUS institutions, except the 2-year campuses, and their regional counterparts has narrowed significantly in recent years. At the 2-year campuses the gap has widened significantly since 2003-04 with NDUS two-year campus tuition and fee rates, on the average, about $660 more than their regional counterparts. Funding for the needs based state grant program has not kept pace with tuition increases and has declined as a percent of estimated tuition collections, from 2.19 percent of estimated annual tuition collections in 1989-91 to 1.82 percent in 2007-09. However, increases in state aid currently under consideration by the legislature could help begin to address this situation. This report outlines a number of factors to consider when examining the affordability of public higher education in North Dakota. Five appendices are included: (1) History of Federal Financial Aid; (2) NDUS Two-Year Campus Combined Loan, Grant/Campus-Based: Financial Aid Information; (3) NDUS Two-Year Campus Average Student Loan Indebtedness by Year; (4) 2007-08 Tuition as a Percent of Income: Comparison of NDUS Campuses to Long-Term Finance Plan Peer Groups; and (5) A Comparison of North Dakota, Regional and National Averages 2008-09 Resident Undergraduate Tuition and Required Fees. (Contains 13 tables, 2 figures and 1 footnote.).
