Book excerpt: Education is faced with unprecedented challenges in preparing students for further education and careers. Increasing public demands for accountability in academic performance and from economic developers challenge educators to provide an education for all. Under the direction of local career-technical education (CTE) administrators, strong and innovative CTE programs can make a significant contribution to meeting the educational and economic needs of the 21st century. This study seeks to expand the dialogue regarding the leadership development of local CTE administrators and challenges they face. Qualitative methods were chosen to seek an improved understanding of what future practice may be needed for local CTE administrators. Criteria were established to select participants considered effective. Twenty-six administrators participated. Electronic interviews were used to collect data. As a group, the participants were considered veterans. Eighty-five percent had twenty-six years or more service in education and 65% had responsibility in areas other than CTE. Findings from interviews were categorized into four areas: leadership qualities, professional development, recommendations for developing future leaders, and challenges ahead. The leadership qualities exemplified by this group include being a good administrator, visionary, credible, role-model, and a collaborator and system builder. In terms of professional development, the participants were intellectually curious, sought out mentors, and took advantage of networking and various professional development programs as a means to develop their administrative skills. Overwhelmingly, the participants did not support a degree in CTE administration. Instead, they recommended a formal leadership program, mentoring, and a revised and more rigorous internship program for developing future leaders. The challenges ahead for CTE administrators include a poor image of CTE, identifying and keeping qualified teachers, budget cut.

In this time when the graduation average has shown a significant increase, why are more students lacking the basic skills to be successful in the workforce than ever before? The problem studied in this book is that schools are not providing the necessary entry-level skills desired by industry, or that lead to successful employment in the 21st century. Furthermore, this study examined new entry-level employees to the workforce and the perception of employers, as to the skill level needed to be successful in 21st century industry. Today's economy demands a better educated workforce than ever before, and jobs in this new economy require more complex knowledge and skills than the jobs of the past. Research from the Center for Education and the Workforce at Georgetown University debunks the often-cited myth that the economy lacks jobs for young people to fill, finding instead that industries across the economy have created a wealth of new jobs that require workers with appropriate education and training (American Institutes for Research, 2013). The center also projects that nearly two thirds of jobs created in the United States by the year 2018 will require some form of postsecondary education (Carnevale et al., 2010).

Book excerpt: Work-based learning, an educational strategy that provides students with technical skills and knowledge in an authentic work setting, is often delivered through a Career Technical Education (CTE) or Registered Apprenticeship (RA) program. Both have overlapping structures and content, including experiential learning and career exploration coursework, which has led many states to build more deliberate linkages between the two. This report from the National Center for Innovation in CTE (NCiCTE) profiles six states--North Carolina, Connecticut, Florida, Kentucky, Washington and Rhode Island--that are working to align secondary CTE and RA programs. The report identifies three approaches that these states have taken to align and expand apprenticeship opportunities. No matter the approach, states frequently face the same challenges with aligning CTE and RA programs, including lack of resources, misperceptions about pre-apprenticeship and RA programs, and difficulty engaging employers. The report further describes strategies that these states have taken to address these challenges. The following are appended: (1) Interview Protocols; (2) Overview of Career and Technical Education and Registered Apprenticeship in Study States; and (3) Example State Tools & Resources.

Book excerpt: Current data indicates that Career Technical Education (CTE) graduates with high school diplomas or postsecondary skills are preparing for careers in fields that are growing or in high-demand. Matching employability skills with workforce demand has been an issue among industries across the nation. CTE provides relevant academic and technical coursework leading to industry-recognized credentials for secondary, postsecondary, and adult learners. Further, CTE affords students the opportunity to gain the knowledge, skills, and credentials needed to secure careers in growing, high-demand fields. The National Career Clusters[TM] Framework provides a vital structure for organizing and delivering quality CTE programs through comprehensive programs of study. In total, there are 16 Career Clusters[TM] in the Framework, representing more than 79 Career Pathways to help students navigate their way to greater success in college and career. Based on research that analyzes market needs in relation to the 16 Career Clusters[TM], the lists presented in this paper identify the Career Clusters[TM] that are expected to experience the fastest growth by 2018, and the Career Clusters[TM] projected to have the largest total employment by 2018. Many CTE programs maintain alignment of their courses to labor market demands by staying attuned to the needs of local businesses and industries. CTE helps students attain high-demand skills, preparing them for postsecondary education and increasing their future labor market competitiveness. Labor market projections, such as those shown in this brief, can aid CTE educators and other stakeholders as they work to prepare students for postsecondary education and careers.
