Book excerpt: This report is a summary of the 2014 season and historical data concerning management of the commercial salmon fisheries of the Northwestern and Northern districts of the North Alaska Peninsula in the Alaska Peninsula Management Area (Area M). Most commercial salmon fishing effort on the North Alaska Peninsula targeted sockeye salmon Oncorhynchus nerka. The 2014 commercial salmon harvest on the North Alaska Peninsula was 906 Chinook O. tshawytscha, 1,962,932 sockeye, 107,785 coho O. kisutch, 11,437 pink O. gorbuscha, and 128,843 chum O. keta salmon. The North Peninsula Chinook Salmon harvest was well below the ten year average of 4,660 fish. The sockeye salmon harvest in the Northern District of 1,925,565 fish was only slightly below the 2004-2013 average harvest of 1,977,318 fish. Of the Northern District harvest, 88% (1,693,280 fish) were harvested in the sections between Port Moller Bight and Outer Port Heiden. The North Alaska Peninsula chum salmon harvest of 128,843 fish was below the ten-year average of 162,040 chum salmon, with about 74% (95,314 fish) of the harvest occurring in the Northwestern District. Approximately 32% of chum salmon harvested in the Northern District were caught in the Bear River Section; nearly all Northwestern District chum salmon harvest was incidental as the result of targeted sockeye salmon fisheries. Total sockeye salmon escapement for North Alaska Peninsula streams was 1,176,152 fish, slightly above the 2004-2013 average of 1,059,320 fish. Approximately 70% of the sockeye salmon escapement occurred in the Northern District's four systems in which sockeye salmon escapements are enumerated with weirs (Nelson, Bear, Sandy, and Ilnik rivers).

The North Peninsula Chinook Salmon harvest was well below the 10 year average of 3,710 fish. The sockeye salmon harvest in the Northern District of 2,696,613 fish was well above the 2005-2014 average harvest of 1,936,339 fish. Of the Northern District harvest, 87% (2,349,004 fish) were harvested in the sections between Port Moller and Outer Port Heiden. The North Alaska Peninsula chum salmon harvest of 191,676 fish was above the 10-year average of 173,429 chum salmon, with about 81% (155,102 fish) of the harvest occurring in the Northwestern District. Approximately 45% of chum salmon harvested in the Northern District were caught in the Black Hills Section; nearly all North Peninsula chum salmon harvest was incidental as the result of targeted sockeye salmon fisheries.

The total commercial salmon harvest in the South Alaska Peninsula was 7,280 Chinook salmon Oncorhynchus tshawytscha, 1,426,380 sockeye salmon O. nerka, 296,819 coho salmon O. kisutch, 721,209 pink salmon O. gorbuscha, and 501,927 chum salmon O. keta. Harvest of Chinook and coho salmon were above recent 10-year averages (2004-2013). Harvest of sockeye, pink, and chum salmon were below recent 10-year averages (2004-2013). The number of permit holders participating in the fishery was 241. The June commercial salmon harvest included 659,213 sockeye and 390,139 chum salmon. Harvest in the South Unimak fishery was 419,731 sockeye and 239,482 chum salmon, while the Shumagin Islands accounted for 220,436 sockeye and 169,703 chum salmon. No commercial salmon fishery occurred in the Southeastern District Mainland (SEDM) during the allocation period, June 1 through July 25, due to poor escapement of sockeye salmon through the Chignik weir. The total commercial harvest in the SEDM in 2014 was 4 Chinook, 29,655 sockeye, 18,925 coho, 9 pink, and 388 chum salmon. No commercial salmon fishery occurred in the Northwest Stepovak Section from July 1 through July 25 in 2014. The South Alaska Peninsula (minus the SEDM fishery July 1-25) Post-June salmon harvest from July 1 through October 31 included 4,990 Chinook, 767,167 sockeye, 294,341 coho, 540,949 pink, and 111,788 chum salmon. In 2014, the sockeye salmon sustainable escapement goal (SEG) for Orzinski Lake (16,100) was met. Total escapement of pink (1,340,380) salmon did not meet the South Alaska Peninsula SEG range of 1,864,600-3,729,300 fish. The chum salmon escapement in the South Central District lower bound SEG of 89,800 was met. Limited coho salmon surveys were conducted due to their late season run timing.

The 2014 commercial salmon harvest in the Alaska Peninsula and Aleutian Islands (Area M) consisted of 8,187 Chinook Oncorhynchus tshawytscha, 3,391,330 sockeye O. nerka, 404,604 coho O. kisutch, 854,584 pink O. gorbuscha, and 630,220 chum salmon O. keta. The total exvessel value was approximately $27,764,925. No harvest occurred in the Atka-Amlia Management Area (Area F) in 2014. Subsistence harvest information from 2013 is summarized in this report. Permits from 2014 are still being returned and will be reported next year. The 2014 North Alaska Peninsula Chinook salmon escapement of 8,590 fish was well below the most recent 10-year average (2004-2013) of 19,579 fish. The total 2014 sockeye salmon escapement for the Alaska Peninsula of 1,213,822 fish was above the 10-year average of 1,150,918 fish. The North Peninsula sockeye salmon escapements (1,176,152 fish) met or surpassed most escapement goals and was slightly above the 10-year average of 1,059,243 fish. The South Alaska Peninsula sockeye salmon escapement of 37,670 fish was well below the most recent 10-year average of 91,675 fish. Limited aerial surveys were flown for coho salmon on the Alaska Peninsula, therefore total estimated escapements were not calculated. The South Alaska Peninsula pink salmon estimated escapement of 1,343,880 fish was below the 10-year average of 3,061,463 fish. The entire Alaska Peninsula chum salmon escapement of 559,726 fish was well below the most recent 10-year average of 952,964 fish.

The sockeye salmon harvest in the Northern District of 3,548,252 fish exceeded the 10-year average harvest of 2,208,966 fish. The North Alaska Peninsula chum salmon harvest of 14,095 fish was below the 10-year average of 137,651 chum salmon, with nearly all (9,316 fish) of the harvest occurring in the Izembek-Moffet Bay Section of the Northwestern District. The total exvessel value of all North Peninsula fisheries is estimated to be $29.3 million. The exvessel value was well above the recent 10-year average of $17.0 million. The majority of the North Peninsula fisheries’ value is composed of sockeye salmon harvested in the Northern District ($28.8 million).

The total exvessel value of all North Peninsula fisheries is estimated to be $9.0 million. The exvessel value was well below the recent 10-year average of $12.7 million. The majority of the North Peninsula fisheries’ value is composed of sockeye salmon harvested in the Northern District ($8.6 million). Total sockeye salmon escapement for North Alaska Peninsula streams was 1,079,928 fish, below the 10-year average of 1,234,481 fish. Approximately 73% of the sockeye salmon escapement occurred in the Northern District’s 4 systems in which sockeye salmon escapements are enumerated with weirs (Nelson, Bear, Sandy, and Ilnik Rivers).

Of the Northern District harvest, 90% (3,409,118 fish) were harvested in the sections between Port Moller and Outer Port Heiden. The North Alaska Peninsula chum salmon harvest of 82,230 fish was well below the 10-year average of 184,060 chum salmon, with about 70% (57,663 fish) of the harvest occurring in the Northwestern District, specifically in the Izembek-Moffet Bay Section. Nearly all Northern District chum salmon harvest was incidental to targeted sockeye salmon fisheries. The total exvessel value of all North Peninsula fisheries is estimated to be 22.9 million dollars. The majority of the value of the North Peninsula fisheries is made up of sockeye salmon harvested in the Northern District (22.2 million dollars). Total sockeye salmon escapement for North Alaska Peninsula streams was 2,365,317 fish, above the 2007-2016 average of 1,057,754 fish. Approximately 66% of the sockeye salmon escapement occurred in the Northern District's four systems in which sockeye salmon escapements are enumerated with weirs (Nelson, Bear, Sandy, and Ilnik rivers).
