Book excerpt: Outfoxing all other military and political personnel in the territory of Baja California Norte, Colonel Esteban Cantú, on becoming governor, astutely played the leaders of the Mexican Revolution one against another. A compelling figure in the Mexican Revolution, he maintained his independence from Mexico City until he was forced from office in August 1920. While Cantú was appointed governor by Venustiano Carranza, Pancho Villa, and Eulalio Gutierrez of the Convention Government, he followed their orders only when it suited him and published the laws of the government in Mexico City to give the appearance that he was loyal to the central power when in fact he was not. He was more concerned with neighboring Sonora and supported every anti-central government movement in that state to secure his own independence. The Klamath River was an early supply route to the gold mines, but its treacherous waters were soon abandoned in favor of the ocean port at Crescent City. Although its lighthouse guided many heavily laden ships to safe harbor, famous shipwrecks still lie off Del Nortes rocky coast. Pack mule teams streamed east, bound for mining camps, and ranches in the Smith River and Elk Valleys developed to supply them. River salmon became a major industry, and later the oceans bounty supported fishermen. Redwood groves fed a thriving timber industry for over a century. Never lacking in drama, Del Nortes history includes a U.S. oil tanker sunk by a Japanese submarine in 1941 and, in 1964, a tsunami that swept through Crescent City, destroying almost all of its downtown.

So argues David Stoll in this powerful chronicle of migrants, moneylenders, and swindlers in the Guatemalan highlands, one of the locales that, collectively, are sending millions of Latin Americans north in search of higher wages. As an anthropologist, Stoll has witnessed the Ixil Mayas of Nebaj grow in numbers, run out of land, and struggle to find employment. Aid agencies have provided microcredits to turn the Nebajenses into entrepreneurs, but credit alone cannot boost productivity in crowded mountain valleys, which is why many recipients have invested the loans in smuggling themselves to the United States. Back home, their remittances have inflated the price of land so high that only migrants can afford to buy it. Thus, more Nebajenses have felt obliged to borrow the large sums needed to go north. So many have done so that, even before the Great Recession hit the U.S. in 2008, many were unable to find enough work to pay back their loans, triggering a financial crash back home. Now migrants and their families are losing the land and homes they have pledged as collateral. Chain migration, moneylending, and large families, Stoll proposes, have turned into pyramid schemes in which the poor transfer risk and loss to their near and dear.
