Book excerpt: The European Union has loudly voiced its intention to facilitate both social prosperity and democratisation in North Africa. EU officials claim that the stabilisation of the Maghreb will reduce security threats - as well as migration flows - to the EU-28, as well as improve the lives of ordinary citizens in the region. In particular, the EU seeks to conclude Deep and Comprehensive Free Trade Agreements (DCFTAs) with Tunisia, Morocco and Egypt. These are seen as a vital response to the Arab Spring - integrating North African countries into the globalised economy, and resulting in 'win-win' outcomes for all concerned. This paper argues, however, that European elites' pursuit the DCFTAs calls into question the ethical dimensions of EU relations with the Maghreb. While Normative Power Europe seeks to build more tranquil societies in North Africa, nevertheless, its trade policies threaten to exacerbate inequalities and social unrest. Notably, the prospect of deindustrialisation in manufacturing sectors in wake of DCFTAs will do much to entrench economic asymmetries between the European metropole and its neighbours. Utilising a moral economy approach (qua Andrew Sayer), the article argues that emerging success stories such as Morocco and Tunisia should contest European trade prerogatives on the normative terrain established by European officials themselves - that is, in terms of poverty and stability impacts.

Using a poststructuralist approach, it deconstructs the EU’s representation as “an ideal power” through an analysis of European foreign policy on the Southern Mediterranean before and after the Arab uprisings. In this endeavor, it displaces three major discourses which construct the EU as “ideal”: the “postmodern and post-sovereign EU”, “the EU as a model/a virtuous example”, and, “the EU as a normative power” discourses. The major argument of the book is that the “ideal power Europe” meta-narrative is especially produced and reproduced in the EU’s approach towards the Southern Mediterranean, and, it manifests itself through the rhetoric of “responsibility” and “universality” in the aftermath of the Arab uprisings. The book also provides an analysis of how the “ideal power Europe” meta-narrative feeds into and legitimizes European governmentality in the world, in general, and, in the case of the Southern Mediterranean after the Arab uprisings, in particular. Arguing that the depiction of the EU as postmodern/post-sovereign, as a model/an exemplar, and as a normative power pertains to the representation of a “regulatory ideal”, it elucidates how the EU pursues hegemonic practices in the Southern Mediterranean. It further manifests how the EU’s governmentality is marked by a securitized, depoliticizing, and technocratic approach which feeds into and gets legitimized by the dominant discourse on European foreign policy; reproducing the EU’s “ideal” identity vis-à-vis its “imperfect” Arab other.

Book excerpt: Perceptions of time contributed to recent Western military failings The “decline of the West” is once again a frequent topic of speculation. Often cited as one element of the alleged decline is the succession of prolonged and unsuccessful wars—most notably those waged in recent decades by the United States. This book by three Danish military experts examines not only the validity of the speculation but also asks why the West, particularly its military effectiveness, might be perceived as in decline. Temporality is the central concept linking a series of structural fractures that leave the West seemingly muscle-bound: overwhelmingly powerful in technology and military might but strategically fragile. This temporality, the authors say, is composed of three interrelated dimensions: trajectories, perceptions, and pace. First, Western societies to tend view time as a linear trajectory, focusing mostly on recent and current events and leading to the framing of history as a story of rise and decline. The authors examine whether the inevitable fall already has happened, is underway, or is still in the future. Perceptions of time also vary across cultures and periods, shaping socio-political activities, including warfare. The enemy, for example, can be perceived as belong to another time (being “backward” or “barbarian”). And war can be seen either as cyclical or exceptional, helping frame the public's willingness to accept its violent and tragic consequences. The pace of war is another factor shaping policies and actions. Western societies emphasize speed: the shorter the war the better, even if the long-term result is unsuccessful. Ironically, one of the Western world's least successful wars also has been America's longest, in Afghanistan. This unique book is thus a critical assessment of the evolution and future of Western military power. It contributes much-needed insight into the potential for the West's political and institutional renewal.
