Among the Western studies which are being introduced into the schools of China, history will always hold an important place. It is only through a study of general history, and especially of Western history, that an Eastern student can learn to understand the place of his own country among the nations of the world. The new movement towards constitutional government makes a study of Western institutions doubly necessary. While there is no lack of admirable text-books on general history, there is yet not one among them which fills the requirements of the average Eastern student. He is usually a mature young man, who has passed through a course of training in the language and literature of his own country. He does not want a text-book for schoolboys. On the other hand, he is nearly always a beginner in English. Involved sentences, high-flown metaphors, allusions to Greek mythology or to Bible passages, are all stumbling blocks which may at times prove insurmountable even for the native teacher. For advanced work specialization is of course indispensable, and historical "Outlines" are useful only in the early stages of the study or for purposes of general review. But within this limited sphere their functions are very important, since they not only supply the point of view which the student who specializes too early in his course is apt to neglect, but they aid the memory by affording a convenient nucleus for later acquisitions of knowledge. In writing them as well as in using them it is necessary to remember that they are intended to be suggestive and not exhaustive, and that compression means the omission of some topics that seem equal in importance to others which have been included. The preparation of such a volume is in fact a problem in selection. A fairly complete chronological summary can perhaps be comprised within a single volume, but a general history which can be read without undue weariness and remembered without undue exertion must either overrun the space or limit its topics. The present "Outlines" have been prepared with this fact in mind, and while the writer has attempted to cover as wide a field as possible, he has chosen at some points rather to restrict his scope than to give a mere catalogue of events. Book excerpt: No book is provoking a more animated discussion among students of the social sciences at the present time than H. G. Wells' Outline of History. The author's task, as he himself sets it, is to tell, "truly and clearly, in one continuous narrative, the whole story of life and mankind so far as it is known today." But while these two volumes are plainly for the general reader rather than for the special student of history, it does not follow that they contain nothing beyond an endless parade of names and dates. Their chief value, indeed, is in the author's interpretation of what he writes about. Events are appraised and men are weighed in the balance as he goes along. Historians in general will not agree with some of these appraisals, nor will they credit Mr. Wells with an approach to infallibility in his judgment of the men who flit across his pages; but his estimates of the relative value of facts and forces can scarcely be brushed aside because they do not command general indorsement. On some matters, unhappily, Mr. Wells has allowed his iconoclastic proclivities to run away with him. Napoleon I, for example, cannot be disposed of as a second-grade "pestilence" because "he killed fewer people than the influenza epidemic of 1918" (II, p. 384); nor will the world believe, so long as it retains its senses, that Napoleon III was " a much more intelligent man" than his uncle (II, p. 438). Even the pinchbeck himself would have rebuked this insinuation. But when all is said, these two stout volumes embody a remarkable achievement. They contain astonishingly few historical inaccuracies of the customary type. The author's advisers, and a competent galaxy of scholars they are, have kept him clear of the pitfalls. The style is terse and forceful. Mr. Wells certainly has the gift of cogent exposition.
