Book excerpt: The social sciences have, ever since they were first established as academic disciplines, played a foundational role in most spheres of modern society - in policy-making, education, the media and public debate - and hence also, indirectly, for our self-understanding as social beings. The Social Scientific Gaze examines the discursive formation of academic social science in the historical context of the 'social question', that is, the protracted and wide-ranging discussions on the social problems of modernity that were being debated with increased intensity during the nineteenth century. Empirically, the study focuses on the Lorén Foundation, a combined private funding agency and early research institute, which was set up in 1885 to promote the rise of Swedish social science and to investigate the social question. Comprising an heuristic case, the close analysis of the Foundation makes it possible not only to reconstruct its basic ideas and practices, but also to situate its activities in broader historical and sociological context. The Social Scientific Gaze argues that the rise of Swedish social science may be seen not only as an 'answer' to the social 'question', but also as one attempt alongside others - including contemporary social literature, the philantropic reform movement, and the introduction of modern social policy - to conceptualize, mobilize and regulate the social sphere. In this process it is furthermore shown how an ambigious yet distinct 'social scientific gaze' was discursively articulated.

A lot has been written about socio-economic and cultural backgrounds of democratic regimes as well as their institutional settings. By contrast, not much is known about the political manoeuvres and speech acts by which 'democracy' has been tied to particular regions and cultures in concrete historical situations. This book discusses a series of efforts to rhetorically produce a particular Nordic version of democracy. It shows that the rhetorical figure 'Nordic democracy' was a product of the age of totalitarianism and the Cold War. It explores the ways in which 'Nordic democracy' was used, mainly by the social democrats, to provide the welfare politics with cultural and historical legitimacy and foundations. Thus, it also acknowledges the ideological and geopolitical context in which the 'Nordic welfare state' was conceptualised and canonised. The contributors of the book are specialists on Nordic politics and history, who share a particular interest in political rhetoric and conceptual history.

No book has yet provided an inside view of the development and character of New Public Management (NPM) in Scandinavia. Although there is a general perception that there is a clear-cut ‘Scandinavian’ model of public policy and management, this book offers a more nuanced interpretation, illuminating subtle distinctions in political, social and economic context which are significant in identifying receptive contexts for the adoption of modernization policies. Organized into three main themes in the modernization of the welfare state – management, governance and marketization – the contents revolve around unique empirical accounts, revealing distinctive Scandinavian characteristics of reform initiatives. The received wisdom may be a hesitant follower of the UK and the USA. But this book offers an alternative interpretation, revealing an edginess in certain Scandinavian settings, particularly in Sweden, which is a largely unrecognized. Without compromising the welfare state, it may be a bold frontrunner in the development of New Public Management.

Book excerpt: Internationally, the case of early modern Sweden is noteworthy because the state building process transformed a locally dispersed and sparsely populated area into a strongly centralized absolute monarchy and European empire at the beginning of the 17th century. This anthology provides fresh insights into the state-building process in Sweden. During this transitional period, many far-reaching administrative reforms were carried out, and the Swedish state developed into a prime example of the early modern ‘powerstate’. The contributors approach Sweden’s rise to greatness from the point of view of personal agency. In early modern studies, agency has long remained in the shadow of the study of structures and institutions. This novel approach enables us to expose the difficulties, setbacks and false steps that the administration had to deal with. State building was a more diversified and personalized process than has previously been assumed. Numerous individuals were also crucially important actors in the process, and that development itself was not straightforward progression at the macro-level but was intertwined with lower-level actors. Each chapter in this volume employs partially different methods depending on the source material and subject. This means that both qualitative and quantitative material is combined, different ways of making sense of it (i.e. research traditions) are brought together and a multi-method design is used in analyzing source material. One of the central methods is the systematic use of previous biographical research. We want to give the individuals and their actions under discussion a background that reflects the contemporary structures of individual life cycles. With the existing biographical research, it is possible to create a comprehensive set of data that provides the general outlines of individual lives or the career tracks of various estates or social groups, and even to construct collective biographies of certain groups.

Book excerpt: Deposing Monarchs analyses depositions in Northern Europe between 1500 and 1700 as a type of frequent political conflict which allows to present new ideas on early modern state formation, monarchy, and the conventions of royal rulership. The book revises earlier conceptualizations of depositions as isolated, unique events that emerged in the context of national historiographies. An examination of the official legitimations of depositions reveals that in times of crisis, concepts of tradition, rule of law, and political consensus are much more influential than the divine right of kings. Tracing the similarities and differences of depositions in Northern Europe transnationally and diachronically, the book shows monarchical succession as more non-linear than previously presumed. It offers a transferable model of the different elements needed in depositions, such as opposition to the monarch by multiple groups in a realm, the need for a convincing rival candidate, and a legitimation based on political traditions or religious ideas. Furthermore, the book bolsters our understanding of authority and rule as a constant process of negotiation, adding to recent research on political culture, and on the cultural history of politics.

Jenny Jansson discusses the precarious time for the labor movement after the Russian Revolution in 1917 that sparked a trend towards radicalization among labor organizations and communist organizations throughout Europe and caused an identity crisis in class organizations. She reveals that the leadership of the Trade Union Confederation (LO) was well aware of the identity problems that the left-wing factions had created for the reformist unions. Crafting the Movement explains how this led labor movement leaders towards a re-formulation of the notion of the worker by constructing an organizational identity that downplayed class struggle and embraced discipline, peaceful solutions to labor market problems, and cooperation with the employers. As Jansson shows, study activities arranged by the Workers' Educational Association became the main tool of the Trade Union Confederation's identity policy in the 1920s and 1930s and its successful outcome paved the way for the well-known "Swedish Model." Book excerpt: The history of the Icelandic Republic is the story of refugees, adventurers and free spirits who escaped an ambitious autocrat and built their own state on this distant island of fire and ice. By 930, the new state had developed enough to establish the Althing, the national assembly of all Icelanders of voting age. It has survived all the turmoil of time to this day. But the history of the Icelandic Republic is also a history of failure. Aristotle is reported to have said that "democracy arises from the pursuit of freedom and equality for all citizens, taking into account the number of citizens but not their peculiarities". These idiosyncrasies, such as vanity, greed for power and the concentration of wealth through ruthless and selfish behaviour, led to the collapse and downfall of this progressive and exemplary social order of the Vikings. The laughing stock was the Norwegian king, under whose rule the republic eventually came to be. The medieval Icelandic Republic can be seen as a historically early failed democratic state. And that is what makes the downfall of the Icelandic Republic so relevant today. When individuals take advantage of a system for their own benefit, it becomes dangerous for everyone.
