Book excerpt: Available online: https://pub.norden.org/temanord2021-521/ A study performed by TØI, DTU and VTI and funded by the Nordic Council, compares the handling of climate and environmental effects in CBA in transport projects in the Nordic countries. The main emphasis has been the comparison of recommended methods and assessments between the countries for noise, air pollution and climate effects. Important findings:- For noise Finland take nuisance in consideration while the other countries also include health effects.- For PM, the values are related to PM2.5 in Denmark and Finland, to PM10 in Norway and to both PM2.5 and PM10 in Sweden.- For NOX, the values in Finland and Sweden are almost negligible compared to the values used in Denmark and Norway.- The most extreme difference between values in the Nordic countries relate to global warming emissions where the values of emissions in 2020 vary from €24/ton CO2 in Denmark (with an alternative calculation of €197/ton) to €665/ton in Sweden.

Book excerpt: Urban sprawl has continued to spread in the Nordic countries over the past few decades, increasing the amount of transportation and transport-related greenhouse gas emissions. Urban planners need to take measures to reduce these ecological effects. Accessible, functional public transportation and high-quality cycling and walking networks will help reduce greenhouse gases, improve air quality and traffic safety, and create a more livable urban environment. We can further control the development of urban form and transportation systems through urban design, certain types of taxation, financing of urban infrastructure, traffic pricing, and parking policies. Planning alone cannot stop the urban sprawl. When considering and assessing different measures on a national level, we need to seriously consider legislative and fiscal issues, citizen participation, and other background forces. We need cooperation between researchers, politicians, civil servants, and citizens to better understand the economic, social, and environmental long-term effects of decisions concerning urban development, and we need a continuing discussion of urban-form problems in the Nordic countries to develop national solutions. This publication explores these issues.

This study estimates the potential of digitalized mobility solutions, such as Mobility as a Service (MaaS), to reduce emissions and vehicle kilometers travelled in the Nordic countries. Also, to assess the potential future impact of MaaS, modelling is done to project road transport’s energy consumption, CO2 emissions and total costs in the Nordic countries up to 2050. There are still several barriers to the wider adoption of shared mobility services. We present ways to overcome these barriers with incentives and policy instruments to substitute car ownership, and specify what different actors can do to accelerate this change. Finally we present policy recommendations on how to reduce the dependence on car ownership, reduce the vehicle kilometers driven, and stimulate the demand for greener mobility services.

Also, there is a need for better due diligence, transparency and monitoring. Based on reported CO2-e intensities several shifts are suggested to be supported by policy instruments: 1. Shift from beef to other meat consumption. 2. Shift from meat to vegetables. 3. Reduce food waste. 4. Reduce air travel. 5. Shift from private cars to public transportation and soft mobility. 6. Prolong life of goods. 7. Respect human rights. 8. Reduce overall private consumption.

Book excerpt: An overarching conclusion of Nordic Marina’s work in the past three years reveals that the global, and indeed the Nordic shipping and maritime industries, are already boldly moving ahead with regard to emissions reduction, boasting numerous innovative and successful projects contributing toward this goal. In order to take major steps forward, involvement from the government side is needed and currently lacking. There are barriers that industry and government must work on collectively, potentially via joint public-private partnerships. Commitment for the long term is essential, in addition to the demand for strengthening infrastructure and a reliable supply chain to support new fuels. Furthermore, the socio-economic benefits of emissions reduction and the applications of alternative fuels appear to be obscure. The bottom line is this: the time for action is now, for all of us.
