The Nordic Stocktake report is intended as a regional tool to support the Global Stocktake process and spur to further climate action, both within the Nordics and beyond. The Nordic region needs to increase the pace of the green transition if we are to lead by example. The report is a stocktake of GHG emissions in the Nordic countries, and a description and assessment of the different national pathways towards climate neutrality in the Nordic region. Many of the challenges on the path towards climate neutrality are not unique to the Nordic countries and solving these in the Nordic region – in countries well-positioned to do so – would prove valuable for global climate action. The report highlights common challenges across the Nordic countries and proposes opportunities for further cross-Nordic collaboration.

The project's visions of a climate neutral Nordic society is not just only about emission reductions and technology. The net zero transformation creates opportunities, jobs and spurs investments and innovation. Nordic climate neutral societies are in social and environmental balance. A smarter society with inclusive democracy and long-term policies.

It also filters out 7 mitigation, adaptation and/or finance related initiatives of particular interest for Nordics. They are well aligned with the 2019 Declaration on Nordic Carbon Neutrality by the Nordic prime ministers and represent major opportunities for accelerated climate action - also within Nordic countries.

Each of the five Nordic countries has national goals for becoming carbon neutral before or by mid-century. In the Helsinki Declaration the Nordics committed themselves to assess the scenarios for how the different Nordic countries can achieve their respective carbon neutrality goals, including implications for various sectors. The aim of this study is to contribute to making this assessment possible and to highlight areas where co-Nordic initiatives can strengthen the Nordic countries’ aims towards carbon neutrality.

What would be required for the Baltic countries to meet their climate and energy targets in 2030, and what development would lead the Baltics towards a 2°C pathway? The report finds that the Baltic countries’ proposed renewable energy (RE) targets can be achieved using domestic resources. More renewable energy (electricity, heat and fuels) lets energy demanding sectors reduce GHG emissions and increase the RE share. However, the Baltic countries still do not reach their Effort Sharing Sector’s 2030 targets in the 4°C Scenario (4DS). Without policies to stimulate local renewable energy generation, the Baltics are likely to become large net importers of electricity.

This study estimates the potential of digitalized mobility solutions, such as Mobility as a Service (MaaS), to reduce emissions and vehicle kilometers travelled in the Nordic countries. Also, to assess the potential future impact of MaaS, modelling is done to project road transport’s energy consumption, CO2 emissions and total costs in the Nordic countries up to 2050. There are still several barriers to the wider adoption of shared mobility services. We present ways to overcome these barriers with incentives and policy instruments to substitute car ownership, and specify what different actors can do to accelerate this change. Finally we present policy recommendations on how to reduce the dependence on car ownership, reduce the vehicle kilometers driven, and stimulate the demand for greener mobility services.
