At the core of these struggles lies the quest for a new institutional relationship between territory, the state and ethnic groups. Both regions share a similiar historical and institutional legacy which must be regarded as having paved the ground for a rise in ethno-nationalism. There is, as a result, wide potential for conflict in both regions. However, similar structural conditions do not always turn into violent conflicts. Rapid institutional change, as occurring in the former Yugoslavia and the former Soviet Union, can lead to new institutional arrangements on smaller scales - which may in turn provide stability in inter-group relations and border management. Therefore, it important that the study of conflict analysis to identify what conditions foster new orders and what factors, actors and institutions are necessary to create a stable equilibrium in intra- and inter-group conflicts. This text brings together a selection of case studies and theoretical approaches aimed at identifying the institutions which prevented or fostered escalation of conflict in the Caucasus and former Yugoslavia, and as such, should be of benefit to students of these topics.

The "Nordic Balance" meant that the NATO membership of Norway, Denmark, and Iceland was balanced by Finland's security relationship with Russia, while Sweden's armed neutrality acted as a buffer between the Eastern and Western spheres of influence. The concept embodied a tacit recognition by all parties that this balance was stable and that any attempt to tilt it would meet a corresponding reaction from the other side.

This process has had far-reaching implications for Northern Europe: the Baltic states have attained independence, and with the establishment of the Baltic Sea regional co-operation and the Barents co-operation, a new type of East-West relations has come into being. The process of change continues. Its latest manifestation is the agreement between Russia and NATO, and NATO and EU enlargement is expected to take place over the next few years. With such far-reaching transformations, we need to reflect on what is hap pening. We need a more coherent picture of the new situation in Northern Europe and of where we are heading. This Yearbook is an attempt to fulfil this need. Book excerpt: As one of the first Western ethnographers working in Moscow, Nancy Ries became convinced that talk is one crucial way in which Russian identity is constructed and reproduced. Listening to the grim stories people used to characterize their lives during perestroika, and encountering the florid pessimism with which Muscovites described the unraveling of Soviet governance, Ries realized that these dire tales played a crucial role in fabricating a sense of shared experience and destiny. While many of the narratives aptly depicted the chaotic social and political events, they also promoted key images of "Russianness" and presented Russian society as an inescapable realm of injustice, absurdity, and suffering. At the height of perestroika in the early 1990s, Moscow residents commonly used the phrase "complete ruin" to refer to the disintegration of Russian society, encompassing in that phrase the escalation of crime, the disappearance of goods from stores, the fall of production, ecological catastrophes, ethnic violence in the Caucasus, the degradation of the arts, and the flood of pornography. Ries argues that such stories became a genre of folklore consistent in their lamenting, portentous tone and their dramatic, culturally poignant details.
