Book excerpt: This book employs different parametric and non-parametric panel data models which have been used in history of developed panel data efficiency measurement literature. It assesses the differences of models based on characteristics and efficiency scores measurement using a systematic sensitivity analysis of the results. On the whole twelve parametric and four nonparametric models were studied. Parametric models are classified in four groups in terms of the assumptions made on the temporal behavior of inefficiency. A common issue among all the parametric models is that inefficiency is individual producer-specific. This is consistent with the notion of measuring the efficiency of decision-making units. Non-parametric models are divided into partial and full frontier models. A main contribution of this volume is that it helps to understand differences between parametric and non-parametric models. On empirical part of the volume, technical efficiency of two agricultural strategic crops (cotton and sugar beet) in different provinces of the Iran are analyzed. Using different models, the most efficient and inefficient provinces in cotton and sugar beet production of Iran are recognized.

These include but are not limited to the following: (1) interface with parametric theory, (2) minimax and robust concepts of production frontier, (3) game-theoretic extension of the Farrell and Johansen models, (4) optimal clustering techniques for data envelopment analysis and (5) the dynamic and stochastic generalizations of the efficiency frontier at the micro and macro levels. In my research work in this field I have received great support and inspiration from Professor Abraham Charnes of the University of Texas at Austin, who has basically founded the technique of data envelopment analysis, developed it and is still expanding it. My interactions with him have been most fruitful and productive. I am deeply grateful to him. Conventional econometric practice has generally followed this paradigm, and least squares based regression techniques have been used to estimate production, cost, profit and other functions. In such a framework deviations from maximum output, from minimum cost and cost minimizing input demands, and from maximum profit and profit maximizing output supplies and input demands, are attributed exclusively to random statistical noise. However casual empiricism and the business press both make persuasive cases for the argument that, although producers may indeed attempt to optimize, they do not always succeed. This book develops econometric techniques for the estimation of production, cost and profit frontiers, and for the estimation of the technical and economic efficiency with which producers approach these frontiers. Since these frontiers envelop rather than intersect the data, and since the authors continue to maintain the traditional econometric belief in the presence of external forces contributing to random statistical noise, the work is titled Stochastic Frontier Analysis.

There are two main camps in efficiency analysis: that which estimates maximal output and attributes all departures from this as inefficiency, known as Data Envelopment Analysis (DEA), and that which allows for both unobserved variation in output due to shocks and measurement error as well as inefficiency, known as Stochastic Frontier Analysis (SFA). This volume focuses exclusively on SFA. The econometric study of efficiency analysis typically begins by constructing a convoluted error term that is composed on noise, shocks, measurement error, and a one-sided shock called inefficiency. Early in the development of these methods, attention focused on the proposal of distributional assumptions which yielded a likelihood function whereby the parameters of the distributional components of the convoluted error could be recovered. The field evolved to the study of individual specific efficiency scores and the extension of these methods to panel data. Recently, attention has focused on relaxing the stringent distributional assumptions that are commonly imposed, relaxing the functional form assumptions commonly placed on the underlying technology, or some combination of both. All told exciting and seminal breakthroughs have occurred in this literature, and reviews of these methods are needed to effectively detail the state of the art. The generality of SFA is such that the study of efficiency has gone beyond simple application of frontier methods to study firms and appears across a diverse set of applied milieus. This review should appeal to those outside of the efficiency literature seeking to learn about new methods which might assist them in uncovering phenomena in their applied area of interest.

Most of the agricultural production is under rainfed conditions and thus extremely sensitive to rainfall variability. Irrigation development, including smallholder irrigation, is used by the Ethiopian Government to attempt to mitigate the effects of rainfall variability. In this study, we look at smallholder irrigation – modern and traditional irrigation systems. A detailed description of the cropping patterns is given. The stochastic frontier production function approach is used to estimate technical inefficiency, and constraints to production are analyzed. Since the traditional system is found to be efficient but on a lower production frontier, the study shows that significant gains can be made by raising the frontier of the traditional systems and increasing the efficiency of the modern systems. Among the production constraints studied were land preparation, soil fertility, weed control, pests and diseases, soil erosion, input access and moisture deficiency. The most significant constraints on the irrigated systems were input access and moisture deficiency.

The book focuses on estimation of technical, allocative and scale efficiency in the public sector characterized by the influence of exogenous socio-economic variables. State of the art DEA models will be presented and fully discussed. Specific education topics important to policy makers including adequacy, technical, allocative and scale efficiency, productivity and environmental costs will be analyzed. To illustrate how these techniques can be applied to school systems worldwide, the authors use data on Australian elementary and high schools to develop nonparametric measures that will help inform current policy debate in Australia. The purpose of the book is to provide a comprehensive analysis of educational production using numerous public sector DEA models. We provide a review of DEA with SAS programming code to estimate technical, scale and allocative efficiency in chapter 2. In chapter 3, we extend the DEA models to control for exogenous factors of production. SAS code is also provided to estimate all public sector models. We use simulated data to illustrate the results. Chapters 4–6 provide a complete analysis of the primary and secondary schools. We analyze input and output oriented models and derive measures of technical, allocative and scale efficiency. We also provide estimates of environmental costs that arise from schools facing different operating environments based on socioeconomic conditions. In addition, we show how DEA can provide insight on adequacy—the minimum cost of providing a pre-defined adequate education. The models presented are consistent with public sector production in general and educational production in particular. We also provide a complete analysis of educational productivity for both primary and secondary schools using state of the art public sector Malmquist measures. The authors use current data on Australian schools to highlight important policy questions related to efficiency and productivity given concerns that schools are not allocatively scarce resources in an economic efficient way. This research focus comes at an important watershed moment in the Australian Federal Governments’ current involvement in designing new nationally consistent funding models for both government and non-government schooling sectors with effect from 2014. A new National School Resourcing Standard is proposed to be implemented signaling a move to resource adequacy, school efficiency and value for money dimensions. These standards are consistent with the measures presented and estimated in this book. As a result, the models implemented in this book can serve as the basis to evaluate the funding changes associated with the transition from a ‘centralized’ to a new ‘decentralized’ set of school funding arrangements.
