Book excerpt: This title presents a large variety of models and algorithms dedicated to the resource-constrained project scheduling problem (RCPSP), which aims at scheduling at minimal duration a set of activities subject to precedence constraints and limited resource availabilities. In the first part, the standard variant of RCPSP is presented and analyzed as a combinatorial optimization problem. Constraint programming and integer linear programming formulations are given. Relaxations based on these formulations and also on related scheduling problems are presented. Exact methods and heuristics are surveyed. Computational experiments, aiming at providing an empirical insight on the difficulty of the problem, are provided. The second part of the book focuses on several other variants of the RCPSP and on their solution methods. Each variant takes account of real-life characteristics which are not considered in the standard version, such as possible interruptions of activities, production and consumption of resources, cost-based approaches and uncertainty considerations. The last part presents industrial case studies where the RCPSP plays a central part. Applications are presented in various domains such as assembly shop and rolling ingots production scheduling, project management in information technology companies and instruction scheduling for VLIW processor architectures.

Book excerpt: Many decision problems in Operations Research are defined on temporal networks, that is, workflows of time-consuming tasks whose processing order is constrained by precedence relations. For example, temporal networks are used to model projects, computer applications, digital circuits and production processes. Optimization problems arise in temporal networks when a decision maker wishes to determine a temporal arrangement of the tasks and/or a resource assignment that optimizes some network characteristic (e.g. the time required to complete all tasks). The parameters of these optimization problems (e.g. the task durations) are typically unknown at the time the decision problem arises. This monograph investigates solution techniques for optimization problems in temporal networks that explicitly account for this parameter uncertainty. We study several formulations, each of which requires different information about the uncertain problem parameters.

Due to this fact notable research contributions to Integer Programming have been made in very different branches of mathematics and its applications. Since these publications are scattered over many journals, proceedings volumes, monographs, and working papers, a comprehensive bibliography of all these sources is a helpful tool even for specialists in this field. I initiated this compilation of literature in 1970 at the Institut fur ~konometrie und Operations Research, University of Bonn. Since then many collaborators have contributed to and worked on it. Among them Dipl.-Math. Claus Kastning has done the bulk of the work. With great perseverance and diligence he has gathered all the material and checked it with the original sources. The main aim was to incorporate rare and not easily accessible sources like Russian journals, preprints or unpublished papers. Without the invaluable and dedicated engagement of Claus Kastning the bibliography would never have reached this final version. For this reason he must be considered its responsible editor. As with any other collection this literature list has a subjective viewpoint and may be in some sense incomplete. We have however tried to be as complete as possible. The bibliography contains 4704 different publications by 6767 authors which were classified by 11839 descriptor entries.

The implications of such theory for empirical and policy applications are several. This book attempts to analyze some of the impor tant applied aspects of this theory and its recent developments. The stochastic environment is considered here in specific form, e.g., (a) linear programs (LP) with parameters subject to a probabilistic mechanism, (b) decision models with risk aversion, (c) resource allocation in a team, and (d) national economic planning. The book attempts to provide new research insights into several areas, e.g., (a) mixed strategy solutions and econometric tests of hypotheses of LP models, (b) the dual problems of efficient estimation and optimal regulation, (c) input-output planning under imperfect competition, and (d) linear programs viewed as constrained statistical games. Methods of optimal decision rules developed here for quadratic and linear decision problems are applicable in three broad areas: (a) applied economic models in resource allocation, planning and team decision, (b) operations research models in management decisions involving portfolio analysis and stochastic programming, and (c) systems science models in stochastic control and adaptive behavior. Some results reported here have been published in professional journals be-. fore, and I would like to thank the following journals in particular: Inter national Journal of Systems Science, Journal of Optimization Theory and Applica tions and Journal of Mathematical Analysis and Applications.

Book excerpt: It is well known that 55% of the world’s population currently lives in urban areas, and this figure is predicted to grow to 68% by 2050, adding more than 2.5 billion people to urban populations. It is also projected that there will be 43 megacities worldwide by 2030, with populations of more than 10 million inhabitants. The United Nations World Water Development Report, 2018, warned that by 2030, the global demand for fresh water is likely to exceed supply by 40%. Added to population growth, climate change has the potential to lead to changes in rainfall regimes, with the potential of increased flooding and drought. Currently, 1.2 billion people are at risk from flooding, but this is predicted to increase to about 1.6 billion, i.e., nearly 20% of the total world population, by 2050. In line with this, replacing deteriorating water management infrastructure that can no longer cope is economically unfeasible, impracticable from a construction point of view, and likely to fail in the long term. To address these issues, approaches are needed that are flexible and have multiple benefits. In its World Water Development Report, 2018, the UN promotes the use of nature-based solutions to some of these problems, with the focus of Sustainable Development Goal 6 (making sure that everyone has access to a safe and affordable supply of potable water and sanitation by 2030) requiring investment in suitable infrastructure across the world. This Special Issue covers the challenges faced in managing urban water in all its forms, from potable supplies to reuse and harvesting, as well as resilient and sustainable approaches developed to address flooding and drought.
