Our combat individuals enter engagements to win. To that end, the United States has used its technical prowess and industrial capability to develop decisive weapons that overmatch those of potential enemies. In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. Making the Soldier Decisive on Future Battlefields establishes the technical requirements for overmatch capability for dismounted soldiers operating individually or in small units. It prescribes technological and organizational capabilities needed to make the dismounted soldier a decisive weapon in a changing, uncertain, and complex future environment and provides the Army with 15 recommendations on how to focus its efforts to enable the soldier and tactical small unit (TSU) to achieve overmatch.

To assist with this question and to evaluate the current NLWs program, the Joint Non-Lethal Weapons Directorate (JNLWD) and the Office of Naval Research (ONR) requested the National Research Council perform an assessment of NLWs science and technology. The report presents the results of that assessment. It discusses promising NLW S&T areas, development accomplishments and concerns about NLW, and series of recommendations about future NLW development and application.

The current Department of Defense (DoD) non-lethal weapon capabilities attempt to provide flexible, tailored, and incremental options to avoid unintended consequences : non-combatant casualties and/or destruction to civilian equipment and infrastructure. However, given the adaptive global security environment of the 21st century, the ability of DoD to effectively and efficiently develop, resource, deploy, and employ non-lethal weapon capabilities is debatable because : (1) There is no satisfactory national guidance or strategy that clearly defines or unmistakably outlines the importance of non-lethal weapons; (2) DoD does not have the appropriate Joint organizational hierarchy with adequate resources and processes to develop and procure non-lethal weapon capabilities; (3) DoD's institutional kinetic culture inhibits the development and procurement of non-lethal weapon capabilities. This project will review the lack of current national policy, DoD structure and processes for non-lethal weapons, while recommending solutions in cultural change to advance adaptable capabilities in today's volatile, uncertain, complex, and ambiguous global security environment of the 21st century. Finally, policy recommendations from this assessment will suggest enhancements to strike a suitable balance between lethal and non-lethal weapon capabilities for our soldiers, marines, airmen, and sailors.

Book excerpt: Nonlethal technologies, once attributed primarily to civilian law enforcement, are currently being developed at unprecedented levels for use in military operations. Technology that uses sound to topple walls or coherent lasers to transmit electrical impulses through the air seem to be more science fiction than reality. However, the reality is that the pursuit of such exciting technologies has roused considerable interest from domestic as well as international human rights-based organizations, which oppose the use of such technologies. There are four principle arguments against continued nonlethal research: (1) the true lethality of "nonlethal" weapons, (2) secrecy and lack of government disclosure regarding the development and testing of nonlethal technologies, (3) their applicability and use in emerging conflicts, and (4) the illegal use of compromised technologies by rogue organizations. The United States is presently leading the way in developing concepts based on these arguments, which push the envelope of traditionally accepted means of force. Opponents of these programs claim that the United States should not employ such technology, either unilaterally or as a member of a coalition force. Further, opponents claim that restrictions and limitations on the use of nonlethal weapons mitigate the advantages such technology promises to offer. Nonlethal weapons increase military forces' ability to operate effectively in environments that may severely preclude or restrict the use of conventional force. It is these restrictions and limitations that have led to an increased focus on nonlethal solutions.

Nonlethal weapons are not meant to eliminate the need for lethal weapons but rather to complement them and provide additional options. Within the spectrum of force, nonlethal weapons provide the operational commander the means necessary to dominate that portion between diplomacy and lethality. The current lethal options have their limitations. The main limitation is the lack of options between utilizing lethal force and doing nothing. Options that fall in between need to be incorporated into all levels of combat so that the commanders are allowed to respond to differing threats with the appropriate response. These options are especially important due to the operational commander being increasingly tasked to achieve his objectives while minimizing casualties and collateral damage.
