How have our understandings of security changed over the past decade? What are the dominant non-traditional security challenges we face in the world today? The concept of national security remains contested but our understanding of it continues to evolve as it is shaped by the world around us. From a globally dominant 'traditional' understanding of security during the Cold War characterised by a focus on countries and their militaries protecting their sovereignty to today, where non-military threats such as global pandemics, climate change, energy, to disasters threaten the wellbeing and livelihoods of people, communities, and the environment that form the backbone of society. The global dial has shifted towards a more comprehensive understanding of security that recognises these non-traditional security threats moving the focus away from solely the survival of the state to the empowerment and protection of people and the environment. This shift highlights the experiences of different individuals and communities, from civilians affected by war to irregular migrants moving from one place to the next, and what the world witnesses as efforts to empower and protect people and the environment. Indeed, comprehensive security has a long history in the post-colonial Asia-Pacific. Non-Traditional Security emerged after the 1997 Asian Financial Crisis. It emerged as a way to recalibrate the ways governments engaged people and communities and developed pathways for countries in the region to cooperate. Non-Traditional Security in the Asia-Pacific: A Decade of Perspectives, an interdisciplinary collection, is essential reading for anyone interested in the developments of security with a focus on the dominant non-traditional security threats in the Asia-Pacific over the last decade - from advanced undergraduates, graduate students, and scholars, to policymakers at the local, national, regional, and international levels.

There is no unanimity of views on the definition of the emerging concept of Indo-Pacific. Yet, Indo-Pacific region as a new geopolitical concept appears to have come to stay. Three major developments have taken place in recent years leading to emergence of the concept of `Indo-Pacific` that does not replace but subsumes the geopolitical construct, hitherto known as the `Asia-Pacific`. The newest development, of course, is the rise of India as an economic powerhouse and influential political actor in world affairs, particularly in Asian affairs. Second most important development is China`s assertive foreign policy and use of military strength to assert its sovereignty on disputed islands in the South China Sea. The third important development is erosion of self-confidence of Association of Southeast Asian Nations (ASEAN) that used to display its image as a triumphant political grouping in a region, despite diversity in terms of political system, economic philosophy, religious beliefs and socio-cultural traditions. The present book is a by-product of two days of intense deliberations among large number of scholars on various issues and challenges faced by the countries of the Indo-Pacific region. This study goes beyond economic integration to present a detailed appraisal of cooperation under the overarching themes of economic cooperation, environmental security, human welfare, and cooperation in security matters. According to the author, SAARC is making progress in addressing the myriad of issues on its agenda. The transition from agreements to actions and frequent interactions among the member states has boosted confidence. The progress of SAARC is more evident in the less controversial areas of human security, such as poverty alleviation, health and safety, human resources development, and higher education. Notwithstanding enthusiastic commitments reflected in agreements and action plans, there is a gulf between rhetoric and implementation most notably in sensitive areas relating to traditional security. In the light of the findings of this study, the author proposes that greater cooperation in common human security areas has a potential to pave the way for a cooperation on issues of a ’contentious’ nature, particularly terrorism.

Transitional polycentrism is intrinsically awkward as a description of the security of states and their populations; it implies the loosening of state control and the emergence of newly asserted authority by mixed constellations of intergovernmental organizations and non-state actors. It implies a competition of agendas: threats to the integrity of borders and human security threats such as natural disasters, airliner crashes, and displacement by man-made pollution and food scarcity. Conversely, polycentrism could also imply a return to a more neo-realist oriented international order where great powers ignore ASEAN and steer regional order according to their perceived interests and relative military superiority. This book embraces these contradictory trends as a foundation of analysis and accepts that disorder can also be re-described from the perspective of studied detachment as polycentric order.

This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.
