From a globally dominant 'traditional' understanding of security during the Cold War characterised by a focus on countries and their militaries protecting their sovereignty to today, where non-military threats such as global pandemics, climate change, energy, to disasters threaten the wellbeing and livelihoods of people, communities, and the environment that form the backbone of society. The global dial has shifted towards a more comprehensive understanding of security that recognises these non-traditional security threats moving the focus away from solely the survival of the state to the empowerment and protection of people and the environment. This shift highlights the experiences of different individuals and communities, from civilians affected by war to irregular migrants moving from one place to the next, and what the world witnesses as efforts to empower and protect people and the environment. Indeed, comprehensive security has a long history in the post-colonial Asia-Pacific. Non-Traditional Security emerged after the 1997 Asian Financial Crisis. It emerged as a way to recalibrate the ways governments engaged people and communities and developed pathways for countries in the region to cooperate. It was also the year of the pandemic, where the disruption caused severe implications on a global scale. The pandemic also brought before the world the severity and scale of the transboundary challenges in a globally interconnected world. It exposed the weaknesses of the global institutions and governance structures in tackling the complex and imminent threat of climate change.As states prepare for the future of global climate change negotiations post the COP26 event of 2021, there has been a significant shift in the politics of climate change at all levels. The negotiations took place in the shadows of the pandemic, which has challenged the political lethargy and non-committal attitudes of states on the climate change question.Unlike in the past, climate change is now a hot issue on the political high tables. It has also spilled outside these negotiating spaces and into the public sphere. Whether it is the school strikes led by children or the indigenous struggles of marginalized populations, the politics of climate change today is far more diverse, representative, and active. At the same time, we can witness the shifts in the state's understanding of the problem, which is actively inquiring about its security and geopolitical dimensions. The boundaries between traditional and non-traditional threats to security are getting blurred as climate change, and its myriad impacts wreak havoc on ecosystem resilience, the state's welfare capacity, and people's everyday lives.Hence, this volume seeks to decipher the nature of global climate change politics in the post-pandemic and climate insecure world. China’s foreign policy concepts toward its weak neighbouring states, such as the ‘One Belt, One Road’ strategy, are premised on the assumption that economic exchange and a commitment to common development are the most effective means of ensuring stability on its borders. This book, however, argues that China’s overreliance on economic exchange as the basis for its bilateral relations contains inherently self-defeating qualities that have contributed and can further contribute to instability and insecurity within China’s periphery. Unequal economic exchange between China and its weak neighbours results in Chinese influence over the state’s domestic institutions, what this book refers to as ‘structural power’. Chinese structural power, in turn, can undermine the state’s development, contribute to social unrest, and exacerbate existing state/society tensions—what this book refers to as ‘structural violence’. For China, such outcomes lead to instability within its peripheral environment and raise its vulnerability to security threats stemming from nationalism, separatism, terrorism, transnational organised crime, and drug trafficking, among others. This book explores the causality between China’s economically-reliant foreign policy and insecurity in its weak peripheral states and considers the implications for China’s security environment and foreign policy. This book will be of much interest to students of Chinese politics, Asian security studies, international political economy and IR in general.
