Book excerpt: The objectives of this study, conducted for the Arizona Department of Transportation, were to 1) efficiently collect data on current non-residential trip attraction rates, non-home-based (NHB) trips and NHB trip length (duration), 2) analyze these data in order to develop trip attraction rates by major land use type and development category and make recommendations for the revision of trip attraction relationships used by the Tucson area trip generation models, and 3) develop a new NHB trip length distribution for comparison with the current simulation and update the associated model friction factors, if necessary. The study was conducted in two parts, Spring, 1986 and Fall, 1986, and encompassed 45 different sites. The sites represented 6 of the 12 employment categories PAGPTD, the local MPO, uses in its trip generation model. Overall, more NHB travel was observed than was predicted in the model. Community shopping centers (CSC) and other retail (OR) had large increases in their NHB trip rates. Another result was, for some development categories, the observed trip rates were the same as those used in the modelling process. As the other non-retail (ONR) category is especially sensitive to shifts in the economic makeup of the community, it was suggested that the category be further disaggregated. Another possible change to the model system is the elimination of the CBD as a land use/development category. The results are mixed in attempting to balance the trip production and trip attraction generation models. Home-based other (HBO) trips move in the correct direction (towards productions), while home-based work (HBW), home-based shopping (HBS) and NHB do not.
