Leaders in Washington and Moscow recognized that nuclear proliferation would serve neither country’s interests even when they did not see eye-to-eye in many other areas. They likewise understood why collaboration in mitigating this nuclear danger would serve both their own interests and those of the international community. This volume examines seven little known examples of US-Soviet cooperation for non-proliferation, including preventing South Africa from conducting a nuclear test, developing international safeguards and export control guidelines, and negotiating a draft convention banning radiological weapons. It uses declassified and recently-digitized archival material to explore in-depth the motivations for and modalities for cooperation under often adverse political circumstances. Given the current disintegration of Russian and US relations, including in the nuclear sphere, this history is especially worthy of review. Accordingly, the volume’s final chapter is devoted to discussing how non-proliferation lessons from the past can be applied today in areas most in need of US-Russian cooperation.

Nina Tannenwald disputes the conventional answer of 'deterrence' in favour of what she calls a nuclear taboo - a widespread inhibition on using nuclear weapons - which has arisen in global politics. Drawing on newly released archival sources, Tannenwald traces the rise of the nuclear taboo, the forces that produced it, and its influence, particularly on US leaders. She analyzes four critical instances where US leaders considered using nuclear weapons (Japan 1945, the Korean War, the Vietnam War, and the Gulf War 1991) and examines how the nuclear taboo has repeatedly dissuaded US and other world leaders from resorting to these 'ultimate weapons'. Through a systematic analysis, Tannenwald challenges conventional conceptions of deterrence and offers a compelling argument on the moral bases of nuclear restraint as well as an important insight into how nuclear war can be avoided in the future.

Networked Nonproliferation offers a social network theory explanation of how the NPT was extended, giving new insight into why international treaties succeed or fail. The United States was the NPT's main proponent, but even a global superpower cannot get its way through coercion or persuasion alone. Michal Onderco draws on unique in-depth interviews and newly declassified documents to analyze the networked power at play. Onderco not only gives the richest account yet of the conference, looking at key actors like South Africa, Egypt, and the EU, but also challenges us to reconsider how we think about American power in international relations. With Networked Nonproliferation, Onderco provides new insight into multilateral diplomacy in general and nuclear nonproliferation in particular, with consequences for understanding a changing global system as the US, the chief advocate of nonproliferation and a central node in the diplomatic networks around it, declines in material power.

A successful outcome of the NPT Review Conference in May 2005 is thus of essential interest to the Union. However, the chances of achieving this objective are rather slim: the unresolved question of Iran, the unclear status of North Korea, a lack of enthusiasm on the part of the Nuclear Weapons States for further steps towards disarmament, limited progress in the conclusion and implementation of the IAEA's Additional Protocol - to name only a few - are all obstacles to a successful conference. In this situation the EU, as the main protagonist of a multilateral, treaty-based approach to the fight against proliferation, has a particular responsibility to avoid the Review Conference becoming a failure. To achieve the EU's objective, member states have to overcome their traditional divergences on nuclear issues and put forward innovative proposals. This Chaillot Paper demonstrates that there is enough common ground to do so: four distinguished experts assess the main challenges currently facing the NPT regime and develop ideas for the EU's contribution to a successful conference.

Book excerpt: Following the acquisition of the atomic bomb by five states, the United Nations began drafting several treaties to limit nuclear proliferation. These efforts failed, as four more states also acquired nuclear weapons. In a similar vein, an attempt to limit atomic weapons - primarily within the two superpowers - was initiated. While the number of weapons has decreased, the new bombs now being manufactured are more powerful and more precise, negating any reduction in numbers. In the field of civil nuclear use, all nuclear facilities (reactors, factories, etc.) have a limited lifespan. Once a plant is permanently shut down, these facilities must be decommissioned and dismantled. These operations are difficult, time-consuming and costly. In addition, decommissioning generates large volumes of radioactive waste of various categories, including long-lived and high-activity waste. Risks to the environment and to health are not negligible during decommissioning. The International Atomic Energy Agency (IAEA) and the Nuclear Energy Agency (NEA) of the Organisation for Economic Co-operation and Development (OECD) have produced numerous publications with recommendations. Each state has its own decommissioning strategy (immediate or delayed) and final plan for the site - whether it be returning it to greenfield status or obtaining a nuclear site license with centuries-long monitoring.

It is based on new questions and new sources from France and abroad. The chapters in this volume show how independent and interdisciplinary scholarship free from conflicts of interests can uniquely advance our understanding of nuclear history and politics. This is the case because it does not treat the categories and judgments of official discourse as neutral starting points of the analysis. This volume is based on untapped primary sources from France, the UK, the US, India, South Africa and Iran, on a new assessment of the health consequences of French nuclear testing in Polynesia thanks to a modern atmospheric particle transport code coupled with historical weather data, open-source information about radioactive debris (“mushroom”) clouds, as well as data on the composition and particle sizes of the fallout; and on new survey data about French knowledge of and attitudes towards nuclear weapons and nuclear energy. They show notably that the first generation of French nuclear forces lacked technical credibility despite reliance on outside help. Several French officials knew this, as did France's allies and adversaries. Moreover, French strategic collaborations associated to nuclear programs extended to India and South Africa; nuclear safety regulations changed fundamentally after the Cold War, and approximately 110,000 people, i.e. 90% of the French Polynesian population in the 1970s, could have received doses that would qualify them for compensation according to French law. The volume will be of interest to scholars and students of history, politics, international relations, military history, war studies, conflict and global governance. Most of the chapters in this book were originally published as a special issue in Cold War History. A few chapters were first published in the Nonproliferation Review, Diplomacy & Statecraft and Science & Global Security.
