Book excerpt: In contrast with the central arguments of the event structure, which have been extensively studied, much less attention has been given to non-arguments. To bridge this gap, the present volume focuses on prepositional and adverbial phrases expressing instrumental, causal, spatial, temporal roles and the like, i.e. semantic roles which have been typically associated with oblique case. The various contributions show that case in general, and oblique case in particular, is at the intersection between form and meaning: at issue are the nuclear versus non-nuclear status of these phrases and the semantic roles they express. The import of these phrases on the event structure is described in a functional-cognitive perspective for Cora, Nyulnyul, German, Dutch, French and Spanish. The specific analyses of empirical phenomena presented in this volume, as well as their implications for linguistic theory in general, will be of interest for scholars interested in syntax, semantics and pragmatics. This is the sixth and final volume of the Case and Grammatical Relations across Languages project.

The question of how states pursue nuclear weapons has received little attention. Seeking the Bomb is the first book to analyze this topic by examining which strategies of nuclear proliferation are available to aspirants, why aspirants select one strategy over another, and how this matters to international politics. Looking at a wide range of nations, from India and Japan to the Soviet Union and North Korea to Iraq and Iran, Vipin Narang develops an original typology of proliferation strategies—hedging, sprinting, sheltered pursuit, and hiding. Each strategy of proliferation provides different opportunities for the development of nuclear weapons, while at the same time presenting distinct vulnerabilities that can be exploited to prevent states from doing so. Narang delves into the crucial implications these strategies have for nuclear proliferation and international security. Hiders, for example, are especially disruptive since either they successfully attain nuclear weapons, irrevocably altering the global power structure, or they are discovered, potentially triggering serious crises or war, as external powers try to halt or reverse a previously clandestine nuclear weapons program. Drawing on newly released archival sources, Tannenwald traces the rise of the nuclear taboo, the forces that produced it, and its influence, particularly on US leaders. She analyzes four critical instances where US leaders considered using nuclear weapons (Japan 1945, the Korean War, the Vietnam War, and the Gulf War 1991) and examines how the nuclear taboo has repeatedly dissuaded US and other world leaders from resorting to these 'ultimate weapons'. Through a systematic analysis, Tannenwald challenges conventional conceptions of deterrence and offers a compelling argument on the moral bases of nuclear restraint as well as an important insight into how nuclear war can be avoided in the future.

A simple answer is that no one believes nuclear weapons will be used. But that answer fails to consider why nonnuclear state leaders would believe that in the first place. In this superb unpacking of the dynamics of conflict under conditions of nuclear monopoly, Paul C. Avey argues that the costs and benefits of using nuclear weapons create openings that weak nonnuclear actors can exploit. Tempting Fate uses four case studies to show the key strategies available to nonnuclear states: Iraqi decision-making under Saddam Hussein in confrontations with the United States; Egyptian leaders' thinking about the Israeli nuclear arsenal during wars in 1969–70 and 1973; Chinese confrontations with the United States in 1950, 1954, and 1958; and a dispute that never escalated to war, the Soviet-United States tensions between 1946 and 1948 that culminated in the Berlin Blockade. Those strategies include limiting the scope of the conflict, holding chemical and biological weapons in reserve, seeking outside support, and leveraging international non-use norms. Counterintuitively, conventionally weak nonnuclear states are better positioned to pursue these strategies than strong ones, so that wars are unlikely when the nonnuclear state is powerful relative to its nuclear opponent. Avey demonstrates clearly that nuclear weapons cast a definite but limited shadow, and while the world continues to face various nuclear challenges, understanding conflict in nuclear monopoly will remain a pressing concern for analysts and policymakers.

Book excerpt: This book makes a case for a reorientation of the nuclear nonproliferation regime, posing an alternative conceptualization of nuclear order centered on the regional level. It draws on an array of theoretical tools from the literatures on regionalism, security governance, and international institutions, developing a framework that analyzes the conditions that would allow for more robust regional nuclear cooperation. These include the presence of (1) institutional architecture, (2) political, economic, and military relations among states, and (3) fundamental regional awareness and identity. Wan then deploys this theoretical approach to several case studies, including Northeast Asia, Southeast Asia, and the Middle East, focusing on two interrelated questions. First, what is the viability of a stronger regional nuclear order in the region? Second, what form would such an order most likely take? In the process, the book identifies the magnitude and character of the proliferation challenge specific to each region. It also considers the existing character of nuclear cooperation at the regional level. Wan presents the historical development of regional nuclear order in Latin America as a model for the rest of the world. In this area, regional institutions—ranging from organizations to dialogues to ad hoc arrangements—gradually became more involved across economic, environmental, and human security domains, providing the foundation for multilateral cooperation in the nuclear arena. As his analysis shows, in light of the contemporary proliferation landscape, the establishment and strengthening of such regional nuclear orders is essential.
