The American welfare state is supposed to be a pale imitation of "true" welfare states in Europe and Canada. Christopher Howard argues that the American welfare state is in fact larger, more popular, and more dynamic than commonly believed. Nevertheless, poverty and inequality remain high, and this book helps explain why so much effort accomplishes so little. One important reason is that the United States is adept at creating social programs that benefit the middle and upper-middle classes, but less successful in creating programs for those who need the most help. This book is unusually broad in scope, analyzing the politics of social programs that are well known (such as Social Security and welfare) and less well known but still important (such as workers' compensation, home mortgage interest deduction, and the Americans with Disabilities Act). Although it emphasizes developments in recent decades, the book ranges across the entire twentieth century to identify patterns of policymaking. Methodologically, it weaves together quantitative and qualitative approaches in order to answer fundamental questions about the politics of U.S. social policy. With the collapse of communism, the policy of comprehensive welfare provision came under renewed scrutiny. It was argued that its impact on work incentives is most detrimental. Examining in detail current unemployment debates within Western welfare states, this book seeks to verify or refute the view that non-work is increasingly chosen by work shy individuals - the 'pathological' theory of unemployment. Drawing from a range of disciplinary perspectives - from social philosophy and the history of philosophy, to occupational psychology and feminist economics - this interdisciplinary analysis reveals that the "pathological" theory of unemployment, with its reliance on a deficient depiction of human nature and its disregard of non-pecuniary work incentives and empirical evidence on benefit fraud, cannot be upheld. Schroeder presents an alternative explanation for the phenomenon of widespread Western unemployment through new insights into an 'external barrier' theory of unemployment, namely technological displacement combined with a refusal to return to a two-tiered Victorian society. By effectively combining empirical data with philosophical deliberations, the book provides an important contribution to the welfare state debate.

Book excerpt: How social and intellectual changes undermine our justifications for the welfare state The welfare state has come under severe pressure internationally, partly for the well-known reasons of slowing economic growth and declining confidence in the public sector. According to the influential social theorist Pierre Rosanvallon, however, there is also a deeper and less familiar reason for the crisis of the welfare state. He shows here that a fundamental practical and philosophical justification for traditional welfare policies—that all citizens share equal risks—has been undermined by social and intellectual change. If we wish to achieve the goals of social solidarity and civic equality for which the welfare state was founded, Rosanvallon argues, we must radically rethink social programs. Rosanvallon begins by tracing the history of the welfare state and its founding premise that risks, especially the risks of illness and unemployment, are equally distributed and unpredictable. He shows that this idea has become untenable because of economic diversification and advances in statistical and risk analysis. It is truer than ever before—and far more susceptible to analysis—that some individuals will face much greater risks than others because of their jobs and lifestyle choices. Rosanvallon argues that social policies must be more narrowly targeted. And he draws on evidence from around the world, in particular France and the United States, to show that such programs as unemployment insurance and workfare could better reflect individual needs by, for example, making more explicit use of contracts between the providers and receivers of benefits. His arguments have broad implications for welfare programs everywhere and for our understanding of citizenship in modern democracies and economies.
