Book excerpt: This workshop report examines the capability of the forecast system to efficiently transfer weather and climate research findings into improved operational forecast capabilities. It looks in particular at the Environmental Modeling Center of the National Weather Service and environmental observational satellite programs. Using these examples, the report identifies several shortcomings in the capability to transition from research to operations. Successful transitions from R&D to operational implementation requires (1) understanding of the importance (and risks) of the transition, (2) development and maintenance of appropriate transition plans, (3) adequate resource provision, and (4) continuous feedback (in both directions) between the R&D and operational activities.

Book excerpt: The National Oceanic and Atmospheric Administration (NOAA) uses precipitation data in many applications including hurricane forecasting. Currently, NOAA uses data collected from the Tropical Rainfall Measuring Mission (TRMM) satellite that was launched in 1997 by NASA in cooperation with the Japan Aerospace Exploration Agency. NASA is now making plans to launch the Global Precipitation Measurement (GPM) mission in 2013 to succeed TRMM, which was originally intended as a 3 to 5 year mission but has enough fuel to orbit until 2012. The GPM mission consists of a "core" research satellite flying with other "constellation" satellites to provide global precipitation data products at three-hour intervals. This book is the second in a 2-part series from the National Research Council on the future of rainfall measuring missions. The book recommends that NOAA begin its GPM mission preparations as soon as possible and that NOAA develop a strategic plan for the mission using TRMM experience as a guide. The first book in the series, Assessment of the Benefits of Extending the Tropical Rainfall Measuring Mission (December 2004), recommended that the TRMM mission be extended as long as possible because of the quality, uniqueness, and many uses of its data. NASA has officially extended the TRMM mission until 2009.

The tropical cyclone warning service is an interdepartmental effort to provide the United States and designated international recipients with forecasts, warnings, and assessments concerning tropical and subtropical weather systems. The National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC) is responsible for providing forecasts and warnings for the Atlantic and Eastern and Central Pacific Oceans while the Department of Defense (DOD) provides the same services for the Western Pacific and Indian Ocean. NOAA, along with other Federal agencies such as the U.S. Navy and the National Aeronautics and Space Administration (NASA), also conducts supporting research efforts to improve tropical cyclone forecasting and warning services. The bottom line-this interdepartmental cooperation achieves economy and efficiency in the provision of the tropical cyclone forecasting and warning services to the Nation. The National Hurricane Operations Plan provides the basis for implementing agreements reached at the Interdepartmental Hurricane Conference (IHC), which is sponsored annually by the Office of the Federal Coordinator for Meteorological Services and Supporting Research. The goal of the IHC is to bring together the responsible Federal agencies to achieve agreement on items of mutual concern related to tropical cyclone forecasting and warning services for the Atlantic and Pacific Oceans. The procedures and agreements contained herein apply to the Atlantic Ocean, Gulf of Mexico, Caribbean Sea, and the Pacific Ocean. The plan defines the roles of individual agencies, participating in the tropical cyclone forecasting and warning program when more than one agency is involved in the delivery of service in any specific area. Book excerpt: The report contains an adaptation of a unique storm-surge forecasting technique developed by Dr. C.P. Jelesnianski. This technique results in a computed storm surge profile at the inner boundary of an artificial standard basin seaward of the coast. The profile is derived from nomograms based upon a standard storm passing over a standard basin. Thumb rules and guidelines are presented in the publication for subjectively modifying the computer storm surge height as it moves shoreward of the artificial basin boundary, to fit the natural conditions of a particular coastline. Major advantages of this system are its applicability to almost any locale, its adaptability to data normally available to the field forecaster and the speed with which the forecast may be modified to remain current with natural fluctuations of the storm.

To assist NASA, NOAA, and USGS in developing these tools, the NRC was asked to carry out a "decadal strategy" survey of Earth science and applications from space that would develop the key scientific questions on which to focus Earth and environmental observations in the period 2005-2015 and beyond, and present a prioritized list of space programs, missions, and supporting activities to address these questions. This report presents a vision for the Earth science program; an analysis of the existing Earth Observing System and recommendations to help restore its capabilities; an assessment of and recommendations for new observations and missions for the next decade; an examination of and recommendations for effective application of those observations; and an analysis of how best to sustain that observation and applications system.

Book excerpt: Uncertainty is a fundamental characteristic of weather, seasonal climate, and hydrological prediction, and no forecast is complete without a description of its uncertainty. Effective communication of uncertainty helps people better understand the likelihood of a particular event and improves their ability to make decisions based on the forecast. Nonetheless, for decades, users of these forecasts have been conditioned to receive incomplete information about uncertainty. They have become used to single-valued (deterministic) forecasts (e.g., "the high temperature will be 70 degrees Farenheit 9 days from now") and applied their own experience in determining how much confidence to place in the forecast. Most forecast products from the public and private sectors, including those from the National Oceanographic and Atmospheric Administration's National Weather Service, continue this deterministic legacy. Fortunately, the National Weather Service and others in the prediction community have recognized the need to view uncertainty as a fundamental part of forecasts. By partnering with other segments of the community to understand user needs, generate relevant and rich informational products, and utilize effective communication vehicles, the National Weather Service can take a leading role in the transition to widespread, effective incorporation of uncertainty information into predictions. "Completing the Forecast" makes recommendations to the National Weather Service and the broader prediction community on how to make this transition.
