Book excerpt: Nothing prepares a person for the job of chief of staff to a Commonwealth Minister. There are no professional development courses, no specialist recruitment agencies and no training manuals. It was into this vortex that Allen Behm became chief of staff to Greg Combet in 2009, the minister responsible for managing carbon pricing and the pink batts crisis. A seasoned troubleshooter, Behm has an uncanny ability to anticipate and deflect political crises. By his measure success as a chief of staff is being an invisible force. 'Invaluable insight from an experienced insider into the closed world of callow political advisers and their disastrous impact on the performance of many Ministers.'—TERRY MORAN

Book excerpt: Henry Hayward has been living life the way he's wanted—working hard, playing hard—but when his girlfriend tells him she's leaving, it destroys him. In a quest to recover, he joins an army-affiliated contracting crew that takes him overseas to a Canadian base in Afghanistan. In the company of friends, he begins to mend: having laughs and being rebellious, blithely unaware of all he's left behind. But everything changes during a roadside incursion when a routine patrol turns fatal. And Henry, who survives, knows in his heart that he is responsible. Upon returning home, tormented by guilt, he resolves to take care of the people and places around him: Martha Groves, whose boyfriend was killed in Afghanistan; his friends and neighbours; and a summer home that needs revitalizing. Henry tries his best to seek roots after a rootless life, collecting around himself a "community of a hundred people" for whom he cares deeply and is responsible. But he hasn’t factored in family history and social infidelity—and Martha has a revelation of her own that may change everything. Minister Without Portfolio illuminates the power and violence of self-creation. It asks: To whom are we beholden? Who do we adopt—and who couldn't we live without? It is an emotionally affecting work, filled with truths about the frailties and miracles of human nature, by a writer of exceptional talent.

Book No Enemies No Friends

Book excerpt: Is increased defence spending all that Australia needs to ensure its national security? How well placed are we to deal with global shocks and surprises? How should Australia recalibrate its national security settings to deal with global disruption? Drawing on thirty years of experience as a senior government adviser on foreign policy, Allan Behm explores the thinking behind Australia’s security approach and how it’s been shaped by Australia’s cultural and historical experiences. He argues that our mindset is built around pathologies: racism, misogyny, isolation, insecurity, a brashness that masks a deep lack of self-confidence, and the perverse effects of the cultural cringe. No Enemies No Friends doesn’t just show why Australia has become so good at getting things so wrong. Rather, Behm offers practical policy ideas, imbued with optimism, arguing we have every capability to improve. We need to maintain a credible defence force and invest in diplomacy to reduce our dependence on military force and defence alliances. Forward-looking, this is a meditation on how to approach international affairs with sure-footedness in a less predictable world. This is crucial for maintaining Australia’s long-term security and establishing the nation’s confidence to become a significant international actor.

Book excerpt: History The Parker Society, 'For the Publication of the Works of the Fathers and Early Writers of the Reformed English Church', was formed in 1840 and disbanded in 1855 when its work was completed. Its name is taken from that of Matthew Parker, the first Elizabethan Archbishop of Canterbury, who was known as a great collector and preserver of books. The stimulus for the foundation of the society was provided by the nineteenth-Century Tractarians. Some members of this movement, e.g., R.H. Froude in his Remains of 1838-9, spoke most disparagingly of the English Reformation: 'Really I hate the Reformation and the Reformers more and more'. Keble could add in 1838, 'Anything which separates the present Church from the Reformers I should hail as a great good'. Protestants within the Church of England therefore felt the urgent need to make available in an attractive and accessible form the works of the leaders of the English Reformation. To many it seemed that the Protestant foundations of the English Church were being challenged like never before. Thus the society represented a co-operation between traditional High Churchmen and evangelical churchmen, both of whom were committed to the Reformation teaching on justification by faith. Subscribers were also involved in the erection of the Martyrs' Memorial in Oxford, although this was as much anti-Roman Catholic as anti-Tractarian. The society had about seven thousand subscribers who paid one pound each year from 1841 to 1855; thus for fifteen pounds the subscribers received fifty- three volumes - the General Index and the Latin originals of the 1847 'Original Letters relative to the English Reformation' being special subscriptions. Twenty-four editors were used and the task of arriving at the best text was far from easy. The choice of publications was controversial and some authors and works were unfortunate not to be included in PS volumes. While some of the volumes have been superseded by more recent critical editions, today this collection remains one of the most valuable sources for the study of the English Reformation.
