On a scale ranging from 6 to 36, the mean attitudinal score among principals was 25.1 with a standard deviation of 3.1. Significant differences between the attitudes of principals serving in "excellent" or "effective" schools and the principals of "academic watch" or "academic emergency" schools were revealed. When considering the expectation of principals that music teachers devote some of their instructional time to other subjects, 43% of Ohio's music programs record a weaker status since the passage of No Child Left Behind. Finally, testimonials provided by several principals confirm that No Child Left Behind remains a contributing factor in principals' policy decisions that affect music education.

Res. 1, 2002), school administrators have felt the pressure of accountability. NCLB mandates that 100% of students reach the proficient level in reading and math on the state high-stakes test by 2013-2014. Almost all of the state tests that are used to measure school accountability do not have a section devoted to the fine arts. The lack of fine arts inclusion has caused schools to emphasize reading and math during the school day to the detriment of fine arts. To determine the degree of that impact, an online survey was created examining: How has the music curriculum been impacted since the enactment of the No Child Left Behind Act of 2001? How has funding for music education been impacted since the enactment of the No Child Left Behind Act of 2001? How has instructional time been impacted in music education since the enactment of the No Child Left Behind Act of 2001? How have students been impacted in music education since the enactment of the No Child Left Behind Act of 2001? The survey was sent to 2,011 district and state arts supervisors in the United States. The survey remained online for ten days. Two hundred fourteen supervisors participated in the study representing 14,293 music educators from 38 States. Supervisors indicated that since 2001, high-stakes testing has negatively impacted the number and variety of music classes, funding for music programs, the amount or instructional time allotted for music programs, and the number of students participating in music classes.

Book excerpt: "The purpose of this research was to investigate the condition of public school arts education programs under the No Child Left Behind Act and gain views and insights on educators{u2019} teaching experiences under the federal policy. Both qualitative and quantitative approaches were utilized to conduct a case study of an Ohio public school district. The descriptive data collected for the research revealed changes in the curriculum for arts education, particularly in music. Information obtained from teacher interviews provided context in which the changes occurred, and it was the teacher interviews that brought about a more accurate representation of just how much learning opportunities in the arts had decreased. More specifically, the information illustrated how arts education was threatened by administrative decisions that were being made to improve test scores and accommodate policies mandated by the No Child Left Behind Act. Specific research questions for this study focused on NCLB{u2019}s affect on arts education in the school district. For example, we wanted to know if instructional time for the arts had been affected by the federal policy and whether the district{u2019}s curriculum changed under NCLB. We also wanted to know if arts teachers and non arts teachers made adjustments to their classroom practices and if changes in teaching strategies were effective. And finally, we wanted to see if school budgets and spending on arts education had changed since NCLB went into effect in 2002."--abstract.
