A substantive introduction defines the scope of the project and outlines several important themes including organizational rivalry, the problems of analogical reasoning, the use of simulations, the consequences of failure, the significance of leadership and organizational culture, working with allies, the role of fear and emotion, and the basic advice that "the best defense is a good offense." The book includes thirteen substantive chapters, each of which covers a different national security organization. Section I on U.S. unified combatant commands includes chapters on U.S. Special Operations Command (SOCOM), U.S. Joint Forces Command (JFCOM), U.S. Central Command (CENTCOM), U.S. Transportation Command (TRANSCOM), and Space Command (SPACECOM). By 1963, it served as a catalyst for his defeat, with many attributing his demise to the indecision with which he handled it. Patricia McMahon tells a more nuanced story in Essence of Indecision. Tracing Diefenbaker's deliberations over nuclear policy, McMahon shows that Diefenbaker was politically cautious, not indecisive - he wanted to acquire nuclear weapons and understood from public opinion polls that most Canadians supported this position. However, Diefenbaker worried that the growing anti-nuclear movement might sway public opinion sufficiently to undermine his political support. He also feared that Liberal leader Lester Pearson could use the issue for political advantage. As long as Pearson opposed Canada's membership in the nuclear club, he could portray Diefenbaker's government as an irresponsible proponent of nuclear proliferation. Despite these reservations, Diefenbaker was involved in nuclear negotiations with the Americans throughout his tenure as prime minister, and an agreement was within reach on a number of occasions. When, in January 1963, Pearson reversed his position, Diefenbaker felt trapped - in making a clear public statement in favour of nuclear weapons it would appear as though he was merely following his opponent's lead. When Canada acquired nuclear weapons in 1963, it was under the leadership of Pearson, not Diefenbaker. The first book to deal exclusively with Diefenbaker's nuclear policy and the influence of the anti-nuclear movement, Essence of Indecision is key to understanding Diefenbaker's formulation of nuclear policy, and the environment, both international and domestic, in which that policy was created.

Drawing on untapped archival material, Sovereignty and Command in Canada–US Continental Air Defence, 1940–57 documents the close and sometimes fractious relationship between the two countries. Richard Goette challenges prevailing perceptions that Canada’s defence relationship with the United States eroded Canadian sovereignty. He argues instead that a functional military transition from an air defence system based on cooperation to one based on integrated and centralized command and control under NORAD allowed Canada to retain command of its forces and thus protect Canadian sovereignty. Goette combines historical narrative with conceptual analysis of sovereignty, command and control systems, military professionalism, and civil-military relations. In the process, he provides essential insights into the Royal Canadian Air Force’s paradigm shift away from its Royal Air Force roots toward closer ties with the United States Air Force and the role of the nation’s armed forces in safeguarding its sovereignty.

Examples taken from previously classified documents illustrate how the underlying convictions of leaders such as Prime Minister John Diefenbaker and Prime Minister Pierre Trudeau significantly shaped defence policy. Behind-the-scenes maneuvering and competing beliefs about nuclear weapons, deterrence strategy, and possible entrapment in a nuclear war led some to defend and others to criticize Canada's approach to both NATO and the bomb. Despite the technological ability and resources to develop its own nuclear weapons - or to acquire them from the United States - Canada ultimately chose not to become a nuclear power. Why did some Canadian leaders defend the nuclear option and urge the deployment of the Canadian Forces in Europe? Why did others condemn the country's nuclear commitments and call for an end to the arms race? Simpson shows that some leaders rejected prevailing American defence strategy and weapons systems to pursue alternative approaches to managing Canada's complex bilateral and multilateral defence relationships.
