Book excerpt: This standard review plan (SRP) guides the staff of the U.S. Nuclear Regulatory Commission (NRC) in conducting safety reviews of license termination plans (LTPs). The principal purpose of this SRP is to ensure the quality and uniformity of NRC staff reviews and to present a well- defined base from which to evaluate the requirements for terminating the license of a nuclear power plant. It is also the purpose of this SRP to make information about regulatory matters widely available, so that interested members of the public and the nuclear industry can gain a better understanding of the staff's review process. Licensees may also use this SRP to assist in developing an LTP. Each SRP presents the acceptance criteria for all areas of review for license termination, and identifies the matters to be reviewed, the basis for the review, and the conclusions that are sought. For example, NUREG-1757, “Consolidated NMSS Decommissioning Guidance” provides additional guidance on how to demonstrate compliance with the unrestricted release, restricted release, and alternative criteria for license termination, in accordance with Subpart E of Title 10, Part 20, of the Code of Federal Regulations (10 CFR Part 20). When the three volumes of NUREG-1757 are complete, the consolidated guidance will completely replace NUREG-1727. To avoid duplication of information, this SRP references applicable sections of NUREG-1757 for additional guidance. Once NUREG-1757 is complete, the NRC will revise this SRP to reference the additional sections of NUREG-1757, if necessary. In addition, the NRC will also issue supplemental guidance which will subsequently be consolidated into NUREG-1757 to address partial site release prior to LTP approval, and compliance with Subpart E.

The staff periodically updates NUREG-1757, so that it reflects current NRC decommissioning policy.

Book excerpt: On July 21, 1997, the U.S. Nuclear Regulatory Commission published the final rule on Radiological Criteria for License Termination (the License Termination Rule) as Subpart E to 10 CFR Part 20. NRC regulations require that materials licensees submit Decommissioning Plans to support the decommissioning of its facility if it is required by license condition, or if the procedures and activities necessary to carry out the decommissioning have not been approved by NRC and these procedures could increase the potential health and safety impacts to the workers or the public. NRC regulations also require that reactor licensees submit Post-shutdown Decommissioning Activities Reports and License Termination Plans to support the decommissioning of nuclear power facilities. This paper provides an update on the status of the NRC's decommissioning program. It discusses the status of permanently shut-down commercial power reactors, complex decommissioning sites, and sites listed in the Site Decommissioning Management Plan. The paper provides the status of various tools and guidance the NRC is developing to assist licensees during decommissioning, including a Standard Review Plan for evaluating plans and information submitted by licensees to support the decommissioning of nuclear facilities and the D and D Screen software for determining the potential doses from residual radioactivity. Finally, it discusses the status of the staff's current efforts to streamline the decommissioning process.
