Book excerpt: Excerpt from Sixth Annual Report of the Union Scale of Wages and Hours of Labor in Massachusetts, 1915 By time-rate of wages, as used in this report, is meant the agreed upon in return for services for a specified period, an hour, day week, etc., and should not be confounded with actual earnings, sino earnings of employees depend both upon the rates of wages paid and upon the continuity of their employment. Thus, in the trades the actual earnings of an employee are determined not the rate of wages but also by the amount of building being condition of the weather, the amount of material on hand, etc. Of wages per hour, or per day, serve chiefly to show, by compa rates published in earlier reports, the upward or downward wages. Although the rate of wages may increas period, a scarcity of work may effect even a earnings during that period, while, on the othe work, reducing the idle period, may have a favorable effect upon actual earnings even though the rate of wages may have remained changed. Again, in the case of employees receiving a daily rate, working hours per day may be reduced, thereby increasing the rate hour, but leaving the actual daily wages unchanged. Likewise, granting of a weekly half-holiday, without loss of wages, effects an i in the hourly rate of wages while the actual weekly earnings rem same. Trade unions which fix rates of wages usually establish one rate as a standard minimum for all of their members engaged in a specific occupation, such a rate being ordinarily applied to the work upon which the member is engaged rather than to the member as an individual. Members are allowed, how ever, to receive more than the minimum rate, such excess over the mini mum being usually determined by individual negotiation, but any member who works for less than the minimum rate is in most instances liable to punishment for violation of union rules. Book excerpt: Excerpt from Fourth Annual Report on Changes in Rates of Wages and Hours of Labor, 1910: With Comparative Statistics for 1907-1909 The objects and methods of the inquiry were so fully described in the report for 1908 that they need be referred to here but briefly. The main purpose of the report is to record from year to year the principal changes which occur in market rates of wages and recognized hours of labor in the most important industries, and to compute the general effect of such changes on the weekly wages bill of the State. The statistical results obtained from inquiries like those presented here are useful chiefly for the purpose of comparing one year with another, and care has accord ingly been taken in this report to present the results in comparative form. While it must be admitted that absolutely complete statistics relating to this subject could scarcely be expected short of a census of all employers of labor in the Commonwealth, it is believed that this report records all of the more important changes in rates of wages and hours of labor which took place in Massachusetts during the year ending December 31, 1910, and that the statistics contained herein fairly reflect the condition of labor in the Commonwealth and illustrate the progressive movement in'the sev eral industries, in so far as this is to be gauged from an upward or down ward trend of wages and hours. Since these statistics are most useful in tracing the operation of the tendencies of the wages market over a period of years, it has. Been deemed desirable to devote considerable space to the comparison of the figures for the four years, 1907 - 1910. The period of four years (1907 - 1910) covered by this and the three preceding annual reports was typical of the various conditions to which industries may be subject, fie, the year 1907, up to November 1, was one of great industrial prosperity; 1908 was a year of considerable depression; 1909 was a year in which the industries were returning to a condition of prosperity; and 1910 may be said to have been a year of generally prosperous conditions, although not perhaps so pros perons as 1907. NO comparative tables are introduced in this bulletin but, by appli cation to this Department for previous numbers of this series, material for a study of the rise of union wages since 1914 may be obtained. The Department will also furnish free upon request copies of any agreements on file with it and information of changes in these scales occurring since May 15, the official date of this tabulation. The authenticity of the figures published here is established by per sonal visit to the accredited officials of the unions. Only cities shown in the U. S. Census of 1910 as having a population of or more are canvassed and, within these, only those trades in which a majority of the journeymen workers are union members or those in which a union minority, has been able virtually to enforce a prevailing standard wage. Oral agreements with the full force of written contracts are accepted by our agents. Careful estimates of the membership of the unions represented in this tabulation total Some membership rolls were reduced by the absence in military service of members formerly carried. Two-thirds of the agreements submitted to this Department contain provisions for the peaceable settlement of any or all disputes arising under them. Of those which do not so provide, almost one-half are in occupations within the Building Trades. Arrangements for arbitration Show the widest variations, from temporary committees of different num bers and powers to permanent grievance boards holding regular meetings. That all these are effective in practice is indicated by the fact that an overwhelming per cent of all open or threatened disagreements were set tled through their agencies. Strikes and lockouts were infrequent during the year. The War Labor Board made adjustments in the Building and Metal Trades and with Street Car Employes.
