During the first half of the nineteenth century the new United States experienced rapid material growth, transforming a largely agrarian, pre-modern economy into a diversified, industrializing one. As Speaker of the House in the years following the War of 1812, and later as founder of the Whig party, Clay argued strongly for the development of a home market for domestic goods so that Americans would not be dependent on foreign imports. This "American System" was originally little more than a protective tariff on foreign goods, but it soon came to encompass a collection of policies that included a national banking system and distribution of federal funds to improve transportation. Book excerpt: This fourth volume in the ten-volume series covers the career of Henry Clay during his first year as Secretary of State in the cabinet of President John Quincy Adams. Within a month after taking office, Henry Clay described the Department of State as "no bed of roses." Even though routine papers bearing his signature have been omitted by the editors, the 950 pages of documents included in this volume show that many duties filled Clay's days and nights. The evidence in autograph drafts and the meagerness of revision in the official documents indicate the need for major reconsideration of Clay's role in United States foreign relations during the presidency of John Quincy Adams. The range of issues emerging in these papers is broad, and the duties were obviously more than the limited staff of the Department of State could satisfactorily perform. But if, as a result, the United States suffered a major diplomatic defeat during the British revision of trade regulations, Clay's instructions to the Panama mission marked him as a statesman of world stature. Publication of this book was assisted by a grant from the National Historical Publications and Records Commission.

Book excerpt: The arrival of Missourian William Becknell's party at Santa Fe in 1821 ushered in the era of the annual "Santa Fe trade" between the United States and the Mexican settlements to the south and opened the famous route known as the Santa Fe Trail. Of even greater significance, but largely overlooked today, is the fact that it also opened a road from the United States connecting with a major Mexican high way, for Santa Fe was the terminus of the 1,600-mile Camino Real, the "King's Highway," stretching southward to Chihuahua and the interior cities of Mexico. Over this Royal Road between Santa Fe and Chihuahua lumbered the caravans of the Santa Fe traders, who exchanged American dry goods and hardware for Mexican silver and mules. Over it, too, traveled Colonel Doniphan's Missouri Volunteers, bent on establishing the boundary of Texas at the Rio Grande. Indeed, without this main artery of travel, the history of both the United States and Mexico might have been vastly different. This book tells the exciting story of the Chihuahua Trail, of the volume and value of the frontier commerce, its peculiar trade practices, the risks of the road, and the government controls exercised by both countries. But, more than that, it tells of the traders themselves and their influence on the government and citizenry of New Mexico, an influence strong enough to destroy that province's will to resist when the Mexican War broke out in 1846, and of their role in the war and their importance in making New Mexico into an American territory.
