Book excerpt: Hitherto, industry participants and professionals have had to navigate the emerging and complex Nigerian electricity supply industry (the power sector) without materials or texts that adequately and comprehensively address the history and policy issues, as well as the legal and regulatory frameworks of the industry. In particular, before this book, there was no book written from a practical and hands-on perspective on the key issues connected with the Nigerian power sector or Nigerian power projects generally; neither was there a book that provided good and practical insights on matters related to the negotiation of power sector transaction documents in Nigeria. The few available texts covered only limited aspects of the power sector as none covered multiple key issues. This 400 page book consisting of 10 chapters, attempts to fill the lacuna. It reviews the general legal and regulatory regime of the power sector. It also takes a comprehensive look at the power sector from a historical dimension and looks at where Nigeria is, in terms of the legal and regulatory regime, and the direction in which the country may be headed. Of particular interest to power sector professionals and other persons who negotiate contracts in the power sector or contracts related to the development of power projects, is the chapter which serves as a guide on negotiating key power sector contracts, such as Power Purchase Agreements, Gas Supply Agreements and Engineering, Procurement and Construction Contracts. Noteworthy, is the fact that the book contains contributions from internationally recognized energy law and policy experts like Stella Duru of Banwo & Ighodalo, Jason Kerr of White & Case, Arun Velusami of Norton Rose and Akshai Fofaria of Pinsent Masons. Book excerpt: The Nigerian Electricity Regulatory Commission (NERC) has issued the Meter Asset Provider Regulations 2018 (MAP-Regs). The MAP-Regs came into effect on March 8, 2018 and will be enforced by NERC from April 3, 2018. These regulations are designed to provide standard rules to eliminate estimated billing practices in the Nigerian Electricity Supply Industry (usually tagged 'NESI') and increase the collection rates of the distribution companies. Ultimately, NERC hopes that the MAP-Regs will enhance revenue assurance in NESI. Anyone who is keenly interested in Nigeria's electricity industry or NESI will agree that reduction of the collection losses of the distribution companies (DisCos) is an urgent need. Hence, the MAP-Regs should be exciting news.However, after studying the MAP-Regs, I had reasons to reflect on whether the new regulations will achieve the desired purpose. This article gives a background of how the collection losses suffered by the DisCos affect the entire industry, highlights measures taken by NERC to remedy this problem till this point, and presents my reflections on the MAP-Regs.

Book excerpt: While the regulatory and institutional reforms in the Nigerian electricity sector, as envisaged under the National Electric Power Policy 2001 and the Nigerian Electric Power Sector Reform Act 2005, appear to be on a steady path, the reforms in the petroleum industry, as envisaged under the National Oil and Gas Policy 2004 and the Petroleum Industry Bill, has remained in a mire of uncertainty, especially with regards to their conclusions and overall implementation. The effects of the uncertainty and the consequential lingering disequilibrium between the gas and electricity sectors, has critical implications for investments, infrastructure development and the overall gas supply to power outlook. The electricity sector reforms are largely dependent on the availability, affordability and reliability of domestic gas supply to over 70% of installed national power generation capacity. The regular shortages in gas supply to power electricity generation in Nigeria can be directly or indirectly linked to the regulatory inefficiency of the existing regulatory framework in domestic gas supply. Thus, while power sector assets are being privatized and liberalization is introduced in the medium to long term, it is essential to ensure that the parallel development of the appropriate regulatory framework is established for the domestic gas sector. Such a regulatory framework is required to create the required commercial environment where investments in gas supply infrastructure thrive. The aim of this article is to examine the existing and proposed laws, policies and regulations in relation to domestic gas supply in Nigeria as they affect power generation and the realization of identified economic and policy objectives.

There are different sources of electricity; and generation of electricity from them equally affect human well– being and the environment. Some of the notable sources of electricity or energy are: solar, fossil fuels, biogas, solid biomass, nuclear, hydropower. This work attempts to examine the environmental safety of coal use vis-a -vis power provision in Nigeria. Coal is a fossil fuel formed from decomposition of organic materials subjected to geological heat and pressure for millions of years. It is considered a non– renewable energy source because it cannot be replenished within human time frame. Coal is a combustible black or brownish – black sedimentary rock normally occurring in rock strata in layers or vein called coal beds or coal steams. The United States Energy Information Administration highlighting the importance and cheaper cost of coal in energy mix states that global consumption is likely to increase by 48%from 6 .7 million metric tons to an estimated 9. 98 billion short tons by 2030. Coal as an energy source contributes about 30% of the United States of America electricity generation, 93% of South Africa electricity generation, and 79% of the People’s Republic of China electricity generation. Going by this statistics and the fact that coal is cheap source for electricity generation, it is safe to assert that Nigeria has the potentials to produce cheaper electricity to solve its dearth of electricity generation and supply using coal.
