Book excerpt: In the wake of the Great Recession of 2008–09, economists feared that protectionist policies might sweep the world economy, echoing the wave of tariff escalations during the Great Depression of the 1930s. To some surprise, officials were more restrained and largely avoided traditional forms of protection (tariffs and quotas). As a result, economists underestimated the incidence of new protectionism because policymakers increasingly turned to more opaque behind-the-border nontariff barriers (NTBs). Using a combination of statistical analysis and case studies, the authors show that local content requirements (LCRs), a form of NTB, have become increasingly popular. How much was global trade actually reduced on account of LCRs? A conservative estimate might be $93 billion. Case studies featured cover the healthcare sector in Brazil, wind turbines in Canada, the automobile industry in China, solar cells and modules in India, oil and gas in Nigeria, and "Buy American" restrictions on government procurement.

The country became difficult for an average man to survive in, leading to irregular migration even to less developing economies where, at least, they can be sure of security.

Book excerpt: Investments on the order of US$6 billion are estimated to be needed in the water sector in Nigeria in the next 10 years if the country is to achieve universal water supply coverage. This is the main finding of State Water Agencies in Nigeria: A Performance Assessment, in which the objective is to provide the government of Nigeria with a structured and coherent quantitative snapshot of the state of its urban water sector. The report focuses on water provision services from the States’ Water Authorities or Water Boards (SWAs) as they are the major and only regulated agencies that provide water to the urban population. Sanitation provision is not addressed because the majority of SWAs do not provide this service to their customers. This report highlights the issues related to the performance of SWAs, tariffs levels and structures, financing mechanisms, and concerns with governance within the SWA and state governments. For example, due to accelerated urbanization and migration of the population to the large cities, the average coverage by SWAs is about 40 percent, and the average domestic water consumption was 26 liters per capita per day in 2013, well below the recommended average. The remaining majority of the population relies on alternative service providers. To the extent possible, the report also shows the impact of these institutional weaknesses on customers’ costs, fiscal subsidies to the sector, and financing requirements that are needed to scale up the investment and showcase that the related operational and maintenance expenditure of the SWAs can actually be covered from the various financing sources. In fact, the coping costs of the population getting water from alternative water providers is assessed at US$700 million a year, and this number is growing. In addition, utilities get about US$100 million in operational subsidies that cover labor, electricity, and other operational costs. State Water Agencies in Nigeria: A Performance Assessment provides the government of Nigeria with a structured and coherent quantitative snapshot of the state of its urban water sector. Ultimately, this report is a first step toward performance benchmarking in Nigeria’s water and sanitation sector. The findings summarized in this publication should eventually serve as a tool for utilities and their authorities and stakeholders, as well as for bilateral and multilateral donors in their efforts to monitor the performance and progress of each water provider and the sector as a whole.

It compromises the impact of social interventions; confusing markets; and business environment. It weakens social, economic, political and environmental systems and leaves Nigerians and Nigeria weak. Corruption is the Master Problem, fuelled by excessive greed, patronage and loyalty networks operating at the expense of national interest. This book proposes the Triple Lock against corruption, contributing new perspectives to addressing fundamental structural deficits that provide the incentives, motivations and opportunities to express corrupt behaviour. Nigeria requires a systematic, holistic and integrated approach to radically reduce the corruption burden that drags Nigeria back. With a large population of young people and huge natural capital, Nigeria potentially has unique assets and opportunities to build a fairer and more progressive country and to tap into the hardwork, ingenuity and resilience of its diverse population. But Nigeria will have to work differently to realise THE FULL POTENTIAL for which it is capable. Working differently would mean unlocking value chains currently locked-in in all the sectors of the Nigerian economy, to improve quality and drive demand and supply of locally made goods and services; promoting enterprise; creating decent jobs; pursuing progressive taxation policies; and building a self-sustaining country that can pay its way and voice its own worldview. The possibilities are enormous, but first, Nigeria needs a smarter government and governance intelligence that knows every Nigerian to invest in them as most important assets; drive efficiency and innovation; operating transparent and accountable systems; joining up government and reducing silo-vertical working that promotes opacities; removing bottlenecks that stifle creativity and ideas to markets; reducing inequalities and inequities; ensuring social justice and solidarity; and enabling the best of Nigeria to emerge and to altogether, thrive. This is the big challenge right now, to define the future!
