The government has managed to protect social spending, providing resources for strategic sectors, improving performance indicators for health and education, and implementing reforms that will have a greater impact on these sectors. Revised real GDP growth targets are feasible with sustained prudent macroeconomic policies and institutional reforms. Book excerpt: In 1999, the IMF and the World Bank adopted a new frame work for supporting economic reform in low-income member countries to achieve the objectives of poverty reduction and economic growth. The frame work consists of two key elements: country-authored Poverty Reduction Strategy Papers, drawing on broad-based consultations with key stake holder groups; and a vehicle for the provision of IMF concessional lending, the Poverty Reduction andGrowth Facility. Download or read book Millennium Development Goals written by Sakiko Fukuda-Parr and published by Taylor & Francis. This book was released on 2017-07-14 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: Heralded as a success that mobilized support for development, the Millennium Development Goals (MDGs) ushered in an era of setting development agendas by setting global goals. This book critically evaluates the MDG experience from the capabilities and human rights perspectives, and questions the use of quantitative targets as an instrument of global governance. It provides an account of their origins, trajectory and influence in shaping the policy agenda, and ideas about international development during the first 15 years of the 21st century. The chapters explore: • whether the goals are adequate as benchmarks for the transformative vision of the Millennium Declaration; • how the goals came to be formulated the way they were, drawing on interviews with key actors who were involved in the process; • how the goals exercised influence through framing to shape policy agendas on the part of both developing countries and the international community; • the political economy that drove the formulation of the goals and their consequences on the agendas of the South and the North; • the effects of quantification and indicators on ideas and action; and • the lessons to be drawn for using numeric goals to promote global priorities. Representing a significant body of work on the MDGs in its multiple dimensions, compiled here for the first time as a single collection that tells the whole definitive story, this book provides a comprehensive resource. It will be of great interest to students, researchers and policymakers in the fields of development, human rights, international political economy, and governance by numeric indicators.

Book excerpt: "In 2001 the World Bank adopted a gender equality policy as a means to help reduce poverty. This policy was outlined in Integrating Gender into the World Bank's Work: A Strategy for Action (referred as the 2001 Gender Strategy). Through this evaluation IEG finds that the World Bank made progress in gender integration between 2002 and 2008 integrating gender concerns in more than half of the relevant projects. These signs of progress are qualified by findings that implementation of this policy weakened in the latter half of the review period and that there was no built-in results framework in the strategy.

Book excerpt: The draft 2004 budget passed by the assembly is consistent with the Financial Sector Assessment Program (FSAP). Achieving the programmed strengthening of the tax effort remains a challenge. On the expenditure side, the aim is to improve the anti-poverty and pro-growth orientation of public spending. The operating surplus of state enterprises is improved in 2004. The stance of monetary policy is appropriate, as evidenced by the continued achievement of the program objectives for Net International Reserves (NIR) and inflation (in the context of the crawling peg regime).
