Book excerpt: This Paper (PRSP) builds on the interim strategy presented to the Board in December 2000, and presents the results of the Government's continuing commitment, and efforts to reduce poverty, and improve welfare. Although the PRSP presents a comprehensive, and coherent strategy to reduce poverty in Nicaragua, additional work is needed in several areas, specifically by: enhancing participation, and ownership in the course of implementing, and monitoring the strategy; by advancing the needed institutional reforms in the social sectors; by further developing the tracking mechanisms within the government's new integrated financial management system, to cover an overall poverty system, and, by realigning donor assistance to support the PRSP. The report contains a description of the consultation process, and provides a summary of comments, and recommendations received. The assessment stipulates the PRSP is firmly grounded in a comprehensive poverty diagnosis, and contains an in-depth analysis of disparities in the poverty incidence along various dimensions, their determinants, and constraints. Whereas the goals, targets, and intermediate indicators presented in the PRSP are consistent with international development goals, and most targets appear feasible, its attainment will depend critically on accelerating economic growth. Nonetheless, credible approaches for monitoring, and evaluating the strategy are presented. Following an appropriate macroeconomic framework, the policies for implementing the strategy, and a public expenditure program, and financing plan, the assessment considers the PRSP presents a credible strategy, and provides sound basis for IDA's, and Fund's concessional assistance.

It is expected that the tendency for social spending will be maintained in the coming years.
