Book excerpt: In the last two decades, a concern on how federal forests in the United States are managed has provoked concerns among different stakeholders, including NGOs. The purpose of this thesis is to contribute to the understanding of NGO influence on forest management legislation. Eight aspects were selected and compared in different study cases referring to legislative proposals dealing with forest management in order to define success criteria for a legislative initiative. The study indicates that the following criteria are particularly important to fulfill in order to influence forest management legislation: - The issue to address should be on the political agenda and have high public interest. - Environmental and social aspects should not be at the expense of economic aspects. - The legislative initiative should be prepared in multi-stakeholder processes, including local government and organizations. - The supporters of the initiative should take part in all decision-making processes and advise the Government in aspects related to their areas of expertise. NGOs would likely improve their chances of influencing forest management legislation if they hold a flexible position regarding legislative proposals containing similar or even less strict measures than their own initiatives, look at market oriented schemes as alternatives to legislation, and maintain good relationships with other major stakeholders.

Book excerpt: Provides an analytical framework for assessing the impact of NGOs on intergovernmental negotiations on the environment and identifying the factors that determine the degree of NGO influence, with case studies that apply the framework to negotiations on climate change, biosafety, desertification, whaling, and forests. Over the past thirty years nongovernmental organizations (NGOs) have played an increasingly influential role in international negotiations, particularly on environmental issues. NGO diplomacy has become, in the words of one organizer, an “international experiment in democratizing intergovernmental decision making.” But there has been little attempt to determine the conditions under which NGOs make a difference in either the process or the outcome of international negotiations. This book presents an analytic framework for the systematic and comparative study of NGO diplomacy in international environmental negotiations. Chapters by experts on international environmental policy apply this framework to assess the effect of NGO diplomacy on specific negotiations on environmental and sustainability issues. The proposed analytical framework offers researchers the tools with which to assess whether and how NGO diplomats affect negotiation processes, outcomes, or both, and through comparative analysis the book identifies factors that explain variation in NGO influence, including coordination of strategy, degree of access, institutional overlap, and alliances with key states. The empirical chapters use the framework to evaluate the degree of NGO influence on the first phase of the Kyoto Protocol negotiations on global climate change, the Cartagena Protocol on Biosafety, the United Nations Convention to Combat Desertification, negotiations within the International Whaling Commission that resulted in new management procedures and a ban on commercial whaling, and international negotiations on forests involving the United Nations, the International Tropical Timber Organization, and the World Trade Organization. Moral Ecology of a Forest provides an ethnographic account of conservation politics, particularly the conflict between Western conservation and Mayan ontological ecology. The difficult interactions of the Maya of central Quintana Roo, Mexico, for example, or the Mayan communities of the Sain Ka’an Biosphere, demonstrate the clashing interests with Western biodiversity conservation initiatives. The conflicts within the forest of Quintana Roo represent the outcome of nature in this global era, where the forces of land grabbing, conservation promotion and organizations, and capitalism vie for control of forests and land. Forests pose living questions. In addition to the ever-thrilling biology of interdependent species, forests raise questions in the sphere of political economy, and thus raise cultural and moral questions. The economic aspects focus on the power dynamics and ideological perspectives over who controls, uses, exploits, or preserves those life forms and landscapes. The cultural and moral issues focus on the symbolic meanings, forms of knowledge, and obligations that people of different backgrounds, ethnicities, and classes have constructed in relation to their lands. The Maya Forest of Quintana Roo is a historically disputed place in which these three questions come together.

Book excerpt: In Indonesia, logging and oil palm concessions attributed by the government have caused high rates of deforestation and forest degradation. Community land rights have been generally ignored, on the pretext of development needs and general interest. In reaction, a growing number of civil society organizations (CSOs) have addressed these environmental and social issues at the national level. With the introduction of the decentralization process following the fall of the dictator Suharto in 1998, land-use planning became relevant at the province and regency levels. The Kapuas Hulu regency in West Kalimantan revised its land-use plan in 2010. A variety of CSOs have tried to influence land-use planning (LUP) processes and community land-rights issues in Kapuas Hulu. Few international conservation NGOs have used soft lobbying approaches with the Kapuas Hulu Government. They contribute to the policy decision-making process and to field project implementation. At the same time, at the province scale, a large Indonesian CSO coalition challenged the government and criticized the lack of civil society participation and community land-rights recognition during the LUP process. Thus, CSOs play various roles in LUP and community-rights issues using different strategic approaches at different scales.

Book excerpt: The American chestnut, whitebark pine, and several species of ash in the eastern United States are just a few of the North American tree species that have been functionally lost or are in jeopardy of being lost due to outbreaks of pathogens and insect pests. New pressures in this century are putting even more trees at risk. Expanded human mobility and global trade are providing pathways for the introduction of nonnative pests for which native tree species may lack resistance. At the same time, climate change is extending the geographic range of both native and nonnative pest species. Biotechnology has the potential to help mitigate threats to North American forests from insects and pathogens through the introduction of pest-resistant traits to forest trees. However, challenges remain: the genetic mechanisms that underlie trees' resistance to pests are poorly understood; the complexity of tree genomes makes incorporating genetic changes a slow and difficult task; and there is a lack of information on the effects of releasing new genotypes into the environment. Forest Health and Biotechnology examines the potential use of biotechnology for mitigating threats to forest tree health and identifies the ecological, economic, and social implications of deploying biotechnology in forests. This report also develops a research agenda to address knowledge gaps about the application of the technology.

Book excerpt: In recent decades, globalization and internationalization led to an increase in the number of international regimes attempting to influence national behaviour over many different issues. By using the case of the international forest regime complex this thesis seeks to evaluate how an international organization such as the World Bank and private institutions of forest certification influence domestic forest policy. The cases of Argentina and Armenia were selected as examples of developing countries open to international influences with weak forest sectors that went through a recent administrative restructuring. In so doing this dissertation seeks to answer how do international and transnational organizations influence domestic forest policies? The results show that: the influence of the World Bank in Argentina and Armenia pushed the forest sector towards deregulation; state bureaucracies play an important role in the implementation of transnational regimes at the national level; the political system of federal countries provides multiple institutional access points for policy change that international and transnational regimes try to use in order to influence the domestic level, consequently changing the power balance of the domestic networks.

Book excerpt: This paper analyses the development of certification programmes in three countries (Indonesia, Canada and Sweden) using the Advocacy Coalition Framework (ACF) as a theoretical reference point. The ACF is an actor-based framework for analysing policy processes and has not previously been applied in a developing country. Actors in the three countries took different approaches to certification. In Canada, in a programme development process supported by the forest products industry, a management systems approach was taken. In Sweden, performance standards were developed in a process initially driven by NGOs. In Indonesia, certification was led by an NGO within a framework established by government, and a performance standards approach was used. The paper concludes that forest certification can be best understood as a policy instrument that promotes and facilitates policy-orientated learning among actors, and provides indirect incentives for improved forest management. Learning occurs both as the standards to be used for certification are developed, and as they are implemented. The benefits of learning and consensus building among actors (such as NGOs, forest companies, private forest owners, indigenous peoples, governments, etc.) who have traditionally been in conflict with each other can be significant. On the other hand, where fundamental changes in forest policy (such as tenure and forest revenue reform) are needed, certification should not be seen as a substitute for these A further conclusion is that, while public policies change over periods of decades, the private policies of retailers and forest product companies can adapt more rapidly to changing circumstances. The concept of a ‘fast track’ of private policy change, compared to the slower track of governmental policy change, is therefore proposed and described. A number of interesting theoretical and empirical avenues for further research on certification are discussed.
