Book excerpt: This book suggests that our notions of civil society have undergone radical changes—including structural changes in the nature of Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs). Such massive structural changes greatly problematize the older liberal view of a simple split between state and civil society actors which nonetheless remains dominant in much of social and political sciences. The author argues that the naturalist and behaviorist approaches to civil society occlude the fact that citizens increasingly live within a particular and highly contestable way of imagining and constructing civil society. The book shows that changes in how civil society is conceptualized and organized around new practices, might mark radically new conceptions of the state that are ideologically neo-liberal and subtle in the ways they disempower ordinary citizens.

In place of communes, civil society organizations and cooperatives were introduced in villages. More changes came about with the introduction of the Organic Law of the Villagers' Committees of the People's Republic of China in 1998. The new local power structure includes state-sponsored institutions like Villagers Committees and the traditional civil society organizations (CSOs) and non-government organizations (NGOs). As in China, local politics in India undergoes considerable changes during the last few decades. Panchayati Raj Institutions (PRIs) were reformed in 1992 with a constitutional amendment act. CSOs and NGOs were allowed to function. Against this background, the present book is undertaken with the objectives first, to present two different models of local politics and second, to compare the two, finally to focus on the two different models of development. This book will interest scholars of rural governance, rural transformation, and the role of the grassroots CSOs and NGOs in shaping development program and growth in the two large countries in Asia.

To remain effective, legitimate, and relevant in the future necessitates organizational changes, but many TNGOs have been slow to adapt. As a result, the sector's rhetoric of sustainable impact and social transformation has far outpaced the reality of TNGOs' more limited abilities to deliver on their promises. Between Power and Irrelevance openly explores why this gap between rhetoric and reality exists and what TNGOs can do individually and collectively to close it. George E. As public spending has declined, the nongovernment sector has benefited very significantly from taking on a service-delivery role. At the same time, NGOs, as representatives of civil society, are a convenient channel through which official agencies can promote political pluralism. But can NGOs simultaneously facilitate governments’ withdrawal from providing basic services for all and also claim to represent and speak for the poor and the disenfranchised? The chapters describe some of the tensions inherent in the roles being played by NGOs, and asks whether these organizations truly stand for anything fundamentally different from the agencies on whose largesse they increasingly depend.
