In this context, Susantha Goonatilake studies the political economy of NGO activity in Sri Lanka, a country which once had a vibrant democratic tradition and a functioning civil society. Goonatilake contends that focused NGO penetration into the country began in the 1980s simultaneously with the growth of the authoritarian state. He claims that subsequent NGO activity in Sri Lanka has had a deep impact on visible civic life, drawing the conclusion that the work of foreign funded NGOs actually undermines 'locally grown' civil institutions.

It explains how development was shaped by interplay and cooperation, but also by the disparities and conflicts between a variety of local and intervening actors, including local organizations and civil society, LTTE, Government of Sri Lanka, international development cooperation and the Tamil diaspora. Starting from an interdisciplinary viewpoint, the author integrates findings from development sociology with new perspectives on transnationalization and the migration-development-nexus. This provides a fine grained analysis of the emerging development visions and perspectives in relation to transnationalization and global interconnectedness. Book excerpt: This book details the manner in which Sri Lanka has missed numerous opportunities to secure peace between its two principal ethnic communities and how the intractable ethnic conflict has placed the country in a dire state. It provides an institutionalist explanation to the conflict, examines the Sinhalese-Tamil divisions that were exacerbated due to linguistic nationalism, and evaluates the extent to which the island’s political structure encouraged ethnocentrism. It also makes clear how such ethnocentrism has contributed to illiberal democracy and political decay. Furthermore, the book analyzes how both military and political strategies have failed to end the ethnic war and provides a structural explanation for the LTTE’s resistance to accept a negotiated peace, which would require the group to step back from its stated goal of creating a separate state. India’s shifting policy vis-à-vis the conflict is also examined in the context of its contrasting responses and postures—intervention in the 1980s and non-intervention currently.

Decentralization itself is not a new subject; however, how to devolve power to local administrative levels within a unitary system and how to link the devolved power to make local administrative systems more conducive to development and provide better services for citizens are challenging tasks in many countries. Taking into account the developmental, governance, and conciliatory needs and the sensitivity of central–local relations, this volume critically examines the local government systems in Sri Lanka. It also proposes a viable, effective and autonomous local-level administrative unit based, which draws on experiences from Japan and other countries, and identifies the role and functions of such a unit. The book presents commissioned papers from a three-year research project undertaken by internationally respected experts with financial support by the Japan Society for the Promotion of Science (JSPS) under a Grant-in-Aid for Scientific Research.
