Book excerpt: Policy Actions Report: Making Newfoundland and Labrador a Province of Choice for Young People is based on findings from a series of deliberative dialogues with young people from the province; the dialogues were designed and conducted by CPRN, under the direction of the Newfoundland Department of Human Resources, Labour and Employment (HRLE), which is responsible for the development of the strategy. [...] The priority issues expressed by youth in the dialogues and recommended by CPRN as primary areas for policy action include: access to high-quality and affordable education and better transitions between school and work; economic development that creates good quality jobs and is diversified and sustainable; accessible and high quality public services, including those that protect the environment; a. [...] Canadian Policy Research Networks 2 Looking Ahead: CPRN Policy Recommendations CPRN makes many policy recommendations in its report to the province designed to encourage young people to stay, live and work in Newfoundland and Labrador, and to find ways to attract those who have left the province to come back, as well as attract newcomers. [...] Highlights include: Education and Transition to Work: CPRN recommends that the government invest further in post-secondary infrastructure and student housing, and implement a graduate student debt forgiveness program for those who stay and work in the province. [...] "Continuing to include the viewpoints of youth, and adopting a 'youth lens' as a framework across policy departments will help to move the Strategy forward in a meaningful way." CPRN also recommends that the government establish a Secretariat to coordinate the development of department-based youth retention and attraction policies consistent with government goals and priorities.

Book excerpt: The research presented in this report investigates how the lives of young people in Newfoundland & Labrador have been affected by economic downturns and the crisis in the fishery. The first phase of the research was to compile information from studies relevant to youth, and to examine some current initiatives that are proving effective in addressing youth issues. In the second phase, focus groups were held around the province, organized & facilitated by young people, to record the views of youth on issues affecting them and what they feel should be done. Section 1 presents information from the literature review along with descriptions of selected youth initiatives. Section 2 summarizes issues that arose from the focus groups, such as community life, education, employment, lifestyle changes, economic change, and prospects for the future. The concluding section lists recommendations for supporting young people with problems that are affecting their mental health and their futures.

Demographic challenges are particularly acute in rural regions. A report by the Canadian Rural Revitalization Foundation points out that "a strong rural Canada is crucial for a strong economic and social Canada. This strength comes from the ability of rural people to self-organize" (Reimer and Apedaile, 2000). Community economic development (CED) has been described as "people organizing themselves to take action in the community where they live to create economic opportunities on a sustainable basis" (Goldenberg, 2008).

A qualitative study of Newfoundland and Labrador's rural schools were conducted from January to August 2001. This report is organized into six chapters. Chapter One provides the introduction and the background of the study, including the methodology. Chapter Two examines how curriculum is organized in Newfoundland and Labrador. This background information is necessary in order to understand the discussion of specific curriculum areas in Chapters Three and Four. Chapter Three focuses specifically on Information and Communication Technology (ICT) in the schools, paying particular attention to its impact on small rural schools. Chapter Four explores the relationship between community economic development and the school curriculum. Chapter Five focuses on teacher training and continuing education. Chapter Six is a summary and conclusion, with lessons learned.
