Book excerpt: The Hampton Roads area of Virginia changed dramatically during the 20th century as it transformed from rural farmland to suburban sprawl. Two cities in the region, Newport News and Warwick, employed a policy known as consolidation. While many cities throughout the United States utilized consolidation in the post-war era, the merging of Newport News and Warwick illustrates how consolidations manipulated and altered the landscape of the city. The modern city of Newport News is split between a large, prosperous, suburban area mainly populated by whites, and a small urban, declining, urban area mainly populated by blacks. The Newport News/Warwick consolidation illuminates the policies of white flight and suburbanization. The first chapter explores the history of Newport News and Warwick and the move towards consolidation. While Warwick had been a rural county for centuries, Newport News became an established city in 1896. During the post-war era, problems arose between the two polities. Newport News began to suffer from overcrowding, while Warwick was politically and economically weak. At first, Warwick opposed merging with Newport News, even establishing itself as a city. Eventually, the civic leaders of the two cities realized that they needed each other. The second chapter delves into the consolidation effort between Newport News and Warwick. While the majority of people from both cities approved the merger, the rural white population of Warwick and the urban black population of Newport News opposed consolidation as a threat to their political power. Ultimately, the pro-consolidation forces won, and the two cities merged. The third chapter analyzes the immediate effects from the consolidation. While the white population left the former Newport News area, the black population were forced to stay within the confines of the old city. The black population moved into public housing, and the former Newport News area suffered from a lack of city benefits. By contrast the former Warwick area grew in both population and power, until the old county became the dominant section of the city. The forth chapter explains modern day Newport News, a city that is still divided into two separate areas.

Under a recent decision of the Interstate Commerce Commission, Newport News has become a Common Freight Center, thereby enjoying the same freight rate as Norfolk to and from the South via the railroads terminating in Norfolk. This virtually makes all these railroads ter minate in Newport News. The foreign trade of this port is very extensive and is steadily increasing. At present there are regular steam ship lines from Newport News to Christiania, Glasgow, London, Liverpool, Hamburg, Rotterdam, Amsterdam, Leith, Antwerp, Havana and Vera Cruz. It was in 1888 the ground was first broken for the plant of the Newport News Shipbuilding and Dry Dock Com pany; to-day it has a shipbuilding plant that in efficiency and modern equipment is equal to any in the world. The shipyard represents an investment of over and covers nearly 120 acres of land, with a waterfront of half a mile. In its arrangement it is probably the finest Ship yard, as well as the largest, for every stage of the work, from the planning to its completion, is arranged in such a manner that it is absolutely progressive. Dry Dock No. 2, the largest dock on this continent and which can accommodate a ship of the size Of the lusi tania at ordinary light draft cost There is no Ship afloat too large to be docked at Newport News. Two first-class battleships, or two large merchant ships may be docked together in this basin. It is no unusual sight to see two Ships in Dock No. 1. And three or four in Dock no. 2, at the same time undergoing repairs. The texas, the first vessel of the United States Navy to carry 14 inch guns was built at the Newport News Ship yard. This giant dreadnought probably will be sent by the Navy Department to the Panama Exposition at San Francisco. One contract, alone, secured by this industry is for the giant battleship pennsylvania, contract price, This is the largest contract ever made with any American Shipyard for a single vessel. It focuses on Biggins' major accomplishments, his undisputed dedication to 'his" City, and his love for hunting. Also covered is the City's continuing struggle to expand its boundaries in scale with exploding population growth and hostile neighbors. Jack Stodghill grew up in Georgia, served in the Occupation Army in Germany following the Second World War, attended and graduated from the University of Georgia where in 1950 he earned a degree in landscape architecture. After 10 years working as a consultant in the field of urban planning, he came to Newport News Virginia in 1961 where he established the city's first city comprehensive planning program and served as the city's director of city planning for the next 14 years. During this period he earned a master's degree in administration from George Washington University. In 1975 he established a private practice as an urban planning and management consultant (known today as PMA Architecture) where he continued to perform professional planning and management services for the next 35 years. He was active in his professional organizations, the American Planning Association (APA), and the American Institute of Certified Planners (AICP). In 2013 he was elected to the prestigious College of Fellows of the Institute. He was active in establishing a Virginia Chapter of APA and served as its first President 1978-1980. Stodghill self-published a biographical work in 2012 under the style "Rubber Bands and City Plans: Scenes from the life and work of Jack Stodghill." He continues to live in Newport News, Virginia.
