Book excerpt: This book challenges the notion that the New Zealand Police are one of only four global police services that does not have routinely armed officers, using arguments and facts drawn from 2000 to 2019, a period of important change for the organisation and its relationship with firearms, particularly following the outrages of the Christchurch mosques terrorist massacres in 2019, and the 2020 shooting death of a young police constable in Aotearoa New Zealand. This book provides a brief history of the Police from its beginnings to the present day with a specific focus on its relationship with firearms, which contextualize the law that justifies use of lethal force in a country that has abolished the death penalty. It examines police policies, procedures, training and structures governing deployment and use of firearms in Aotearoa New Zealand, and the independent oversight that now applies to fatal and non-fatal shootings by Police. Using 43 publicly released oversight agency reports and data directly related to police shootings, such as who is being shot, this book investigates how the police are using lethal force, who is being affected, and what this might mean for the service with regards to the operational deployment of firearms and the potential for use of lethal force within the community into the future.

In homes like Epuni and Kingslea, Kohitere and Allendale, the state took over as parent. The state failed. Within institutions, children faced abysmal conditions, limited education and social isolation. They endured physical, sexual and psychological violence, as well as secure cells, knock-out sedatives and electro-convulsive therapy. This book tells the story of 105 New Zealanders who experienced this mass institutionalisation. Informed by thousands of pages of Child Welfare accounts, letters, health reports, legal statements as well as interviews, Stanley tells the children's story: growing up in homes characterized by violence and neglect; removal into the State's ‘care' network; daily life in the institutions; violence and punishment; and the legacy of this treatment for victims today. The state masqueraded as a good parent, but its violence and negligence made things worse for children. Grant McLachlan is a researcher and writer who has exposed dirty politics at local and central government level. With a background in law and town planning, he moved to the sleepy seaside suburb of Snells Beach to convalesce. Walking his dog along the esplanade provided routine and social interaction with the large dog walking community. A group of beachfront Boomers had other ideas. Under the guise of the ratepayers’ association and Neighbourhood Support, they chipped away at banning the predominant activities of beach users. The priggish, Nimby killjoys targeted everyone from developers, picnickers, motorhomers, recreational boating, to dog walkers. Whipping themselves into a lather, they lobbied for draconian measures, then formed vigilante patrols to enforce them. When Grant researched and exposed the pensioners’ schemes, the vigilantes tried to silence him. With the help of politicians, officials, and the media, the pensioners’ repeated attempts to stitch up Grant climaxed when a little old mother of a cop threw a camera at Grant, breaking his nose, and she then fled the scene. Realising the plot, Grant withheld footage of the incident. The police charged Grant with assault and robbery. With Grant ‘silenced’ on bail for over two years as he awaited trial, the pensioners and politicians behind the plot escalated their agenda.
