Book New Zealand Adopts Proportional Representation

Download or read book New Zealand Adopts Proportional Representation written by Keith Jackson and published by Routledge. This book was released on 2019-04-26 with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, this volume is based upon the files of the Royal Commission on the Electoral System plus extensive interviews with the Commissioners, cabinet ministers, MPs and officials, as well as leaders of the principal pressure groups. It seeks to place this highly important change in context, reviewing both the long-term trends and shorter term considerations which led to the adoption of MMP, as well as the immediate consequences It is an axiom of political science that whatever promises political parties may make about electoral reform, as governments they do not kick away the ladder that brought them to power. This book seeks to discover how and why that axiom was disregarded in New Zealand, and, above all, how a reputedly conservative party was ultimately responsible for the change. It provides an object lesson in both how, and how not to change an electoral system and should be of particular interest in countries with simple plurality electoral systems.

This volume is the story of the first MMP election in 1996 and asks the question: is MMP beginning to deliver what its advocates hoped? The research for the text used two different multi-stage panels and featured a post-election postal survey of over 2000 electors, and a similar survey of election candidates from those parties securing parliamentary representation; a study based on daily telephone interviews throughout the 1996 election campaign; and post-election re-interviews.

Book The Mixed Member Proportional System Providing Greater Representation for Women

Download or read book The Mixed Member Proportional System Providing Greater Representation for Women written by Tracy-Ann Johnson-Myers and published by Springer. This book was released on 2016-11-16 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Brief discusses the adoption of the mixed member proportional (MMP) electoral system in New Zealand and its subsequent effect on representation for women. Concerns about the homogeneity of the legislature under the Single Member Plurality electoral system and the need for increased representativeness and greater proportionality of party preference lead to the changeover in 1996. The book addresses the question of whether an increase in descriptive representation for women in New Zealand’s House of Representatives has translated to policy outcomes that are beneficial to them. It also examines the extent to which female MPs meet the expectation that they will act for members of their groups; pushing minority and gender-friendly legislation and policies into the political arena. Finally, it raises questions about where women are found in New Zealand’s decision making bodies and what influence they might have on policy outcomes. The first book to examine the effects of the MMP system on female descriptive and substantive representation using a case study analysis, this Brief adds to the literature on electoral systems and women’s political representation. This book will be of use to political science students at both the undergraduate and graduate level, particularly those interested in electoral studies, political institutions, politics and gender, and minority representation.

Book Mixed Member Electoral Systems

Download or read book Mixed Member Electoral Systems written by Matthew Shugart and published by OUP Oxford. This book was released on 2001-02-01 with total page 688 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mixed-member electoral systems may well be the electoral reform of the 21st century, much as proportional representation (PR) was in the 20th century. In the view of many electoral reformers, mixed-member systems offer the best of both the traditional British single-seat district system and PR systems. This book seeks to evaluate: why mixed-member systems have recently appealed to many countries with diverse electoral histories; and how well expectations for these systems have been met. Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Such a development represents a fundamental change in thinking about electoral systems around the world.

Book Proportional Representation Applied To Party Government

Download or read book Proportional Representation Applied To Party Government written by T. R. Ashworth and published by Good Press. This book was released on 2019-12-17 with total page 151 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Australia, the topic of electoral reform has become a hotly debated issue due to a clause in the Commonwealth Bill that mandates the direct election of six senators from each state. Advocates of the Block Vote argue that the party in the majority should be able to elect all six senators, while a small group of reformers are pushing for the adoption of the Hare system, which would give each section of the population equal representation. In this book, the author proposes a new electoral reform that combines the advantages of both methods while avoiding their disadvantages. This reform would ensure that each electorate is contested by the two main parties, provide fair representation to all sections of the population, and discourage the formation of minor groups that often skew election results. If you're interested in the topic of electoral reform and want to learn more about a potential solution, this book is a must-read.

Book Electoral Systems and Conflict in Divided Societies

Download or read book Electoral Systems and Conflict in Divided Societies written by Ben Reilly and published by National Academies Press. This book was released on 1999-05-04 with total page 73 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper is one of a series being prepared for the National Research Council's Committee on International Conflict Resolution. The committee was organized in late 1995 to respond to a growing need for prevention, management, and resolution of violent conflict in the international arena, a concern about the changing nature and context of such conflict in the post-Cold War era, and a recent expansion of knowledge in the field. The committee's main goal is to advance the practice of conflict resolution by using the methods and critical attitude of science to examine the effectiveness of various techniques and concepts that have been advanced for preventing, managing, and resolving international conflicts. The committee's research agenda has been designed to supplement the work of other groups, particularly the Carnegie Corporation of New York's Commission on Preventing Deadly Conflict, which issued its final report in December 1997. The committee has identified a number of specific techniques and concepts of current interest to policy practitioners and has asked leading specialists on each one to carefully review and analyze available knowledge and to summarize what is known about the conditions under which each is or is not effective. These papers present the results of their work.
