It is the latest in a series of reports on the uses of and accountability for Recovery Act funds in 16 selected states, certain localities in those jurisdictions, and D.C. These jurisdictions are estimated to receive about two-thirds of the intergovernmental assistance available through the Recovery Act. The auditor collected and analyzed documents and interviewed state and local officials and other Recovery Act award recipients. He also analyzed federal agency guidance and spoke with individual federal officials. Illustrations.

Download or read book Energy and Behaviour written by Marta Lopes and published by Academic Press. This book was released on 2019-11-25 with total page 560 pages. Available in PDF, EPUB and Kindle. Book excerpt: Changes to energy behaviour - the role of people and organisations in energy production, use and efficiency - are critical to supporting a societal transition towards a low carbon and more sustainable future. However, which changes need to be made, by whom, and with what technologies are still very much under discussion. This book, developed by a diverse range of experts, presents an international and multi-faceted approach to the sociotechnical challenge of engaging people in energy systems and vice versa. By providing a multidisciplinary view of this field, it encourages critical thinking about core theories, quantitative and qualitative methodologies, and policy challenges. It concludes by addressing new areas where additional evidence is required for interventions and policy-making. It is designed to appeal to new entrants in the energy-efficiency and behaviour field, particularly those taking a quantitative approach to the topic. Concurrently, it recognizes ecological economist Herman Daly's insight: what really counts is often not countable.
Download or read book The Rule of Nobody Saving America from Dead Laws and Broken Government written by Philip K. Howard and published by W. W. Norton & Company. This book was released on 2014-04-14 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: The secret to good government is a question no one in Washington is asking: “What’s the right thing to do?” What’s wrong in Washington is deeper than you think. Yes, there’s gridlock, polarization, and self-dealing. But hidden underneath is something bigger and more destructive. It’s a broken governing system. From that comes wasteful government, rising debt, failing schools, expensive health care, and economic hardship. Rules have replaced leadership in America. Bureaucracy, regulation, and outmoded law tie our hands and confine policy choices. Nobody asks, “What’s the right thing to do here?” Instead, they wonder, “What does the rule book say?” There’s a fatal flaw in America’s governing system—trying to decree correctness through rigid laws will never work. Public paralysis is the inevitable result of the steady accretion of detailed rules. America is now run by dead people—by political leaders from the past who enacted mandatory programs that churn ahead regardless of waste, irrelevance, or new priorities. America needs to radically simplify its operating system and give people—officials and citizens alike—the freedom to be practical. Rules can’t accomplish our goals. Only humans can get things done. In The Rule of Nobody Philip K. Howard argues for a return to the framers’ vision of public law—setting goals and boundaries, not dictating daily choices. This incendiary book explains how America went wrong and offers a guide for how to liberate human ingenuity to meet the challenges of this century.

Download or read book Governing States and Localities written by Kevin B. Smith and published by CQ Press. This book was released on 2016-11-30 with total page 633 pages. Available in PDF, EPUB and Kindle. Book excerpt: The partisan and ideological polarization associated with federal government plagues states and localities too, bringing with it significant implications for public policy and intergovernmental relations. The trusted and proven Governing States and Localities guides students through these issues and continues its focus on the role economic and budget pressures play. With their engaging journalistic writing and crisp storytelling, Kevin B. Smith and Alan Greenblatt employ a comparative approach to explain how and why states and localities are both similar and different in institutional structure, culture, history, economy, geography, and demographics. A great blend of high-quality academic analysis and the latest scholarship, the Sixth Edition is thoroughly updated to account for such major developments as state vs. federal conflicts over immigration reform, gun control, and voter rights; health and education reforms aimed at improving the effectiveness of state and local government service delivery; and the lingering effects of the Great Recession.
